Development Engineering Manager The Department of Community Development (DCD) seeks a leader to guide the City’s growth and development through city codes, standards, plan review, and functional plans, ensuring compliance with federal, state, and local laws, and aligning policies with the City’s Comprehensive Plan. Managing an engineering division of two development review engineers and two infrastructure inspectors, the Engineering Manager provides technical expertise, strategic thinking, and leadership to achieve high‑quality private development while maintaining the built environment’s current and future needs. Responsibilities Plan, organize, direct, and manage the engineering workgroup; allocate workloads, develop metrics, evaluate projects, and adjust priorities. Set goals and priorities for the workgroup; provide direction, training, and leadership to engineering and technical staff. Supervise division staff, including performance evaluation, mentoring, and recommendations for hiring, discipline, or termination. Evaluate engineering operations and implement changes to improve customer service, productivity, and efficiency. Prepare workgroup budget, monitor expenditures, and plan for long‑term needs. Oversee development review, civil construction, regulatory compliance, and inspection functions. Serve as project manager for large, complex, or sensitive engineering projects, including multi‑jurisdiction coordination, development agreements, and council priorities. Manage consultant contracts, including procurement, coordination, and performance oversight. Provide technical expertise in engineering policy, presenting briefings, technical information, and advice to elected officials, staff, and City administration. Act as liaison to boards, commissions, and council committees. Required Knowledge, Skills, and Abilities Principles, practices, and methods of civil engineering. General municipal operations and structure, including council processes. Project organization and management principles. Staff management, supervision, training, and performance evaluation. English usage, spelling, grammar, and punctuation. Engineering contract management, including RFQ/Proposal processes. Applicable federal, state, and local laws, regulations, policies, and procedures. Effective communication with developers, elected officials, staff, and the public. Negotiation with contractors, developers, and stakeholders. Competency in computers and engineering software (AutoCAD, BlueBeam, etc.). Preferred Requirements Master’s degree with coursework in Engineering and/or Public Administration. Local government knowledge and experience. Experience managing unionized employees. Physical Activity & Requirements Perform essential functions in an office environment with some time on construction sites. The role requires standing, walking, sitting, using hands, and occasional lifting up to 20 pounds. Vision requirements include close, distance, color, peripheral, and depth perception. Attendance at evening meetings and emergency situations may be required. Education and Experience Bachelor’s degree in Civil Engineering or a related field, seven years of engineering experience including five years of supervisory responsibility, or an equivalent combination of education and experience. Professional Engineer (PE) registration in Washington State; if registered in another state, must obtain Washington registration within six months of hire. Valid Washington State driver’s license meeting City standards. Salary Range $11,647 – $15,610 per month (Actual salaries are rarely at the top of the range).
