Client: Washington State Health Care Authority (HCA) (in partnership with Department of Social and Health Services (DSHS), Department of Corrections (DOC), and Washington Technology Solutions (WaTech))

Location: Washington State / HCA, DSHS and DOC, as applicable

Project Duration: Estimated October 2026 through June 2028

Resume Requirement: Maximum 2 pages per resume

Project Overview:
The Health Care Management and Coordination System (HCMACS) Program is a Washington State multi-agency initiative implementing Epic EHR across the Washington State Health Care Authority (HCA), Department of Social and Health Services (DSHS), and Department of Corrections (DOC), in partnership with Washington Technology Solutions (WaTech). Epic will be deployed under the Orchard hosted model.

Key Responsibilities:

Develop and execute Organizational Change Management strategies for EHR rollout.[cite: 1]
Lead communication and stakeholder readiness plans across agencies.[cite: 1]
Facilitate user engagement, resistance management, and feedback integration.[cite: 1]
Align OCM efforts with training, governance, and project timelines.[cite: 1]
Monitor change effectiveness and continuous improvement outcomes.[cite: 1]

Preferred Qualifications:

5 years of experience in change management in healthcare or IT.[cite: 1]
Degree in Organizational Development, Communications, or related field.[cite: 1]
Certification in PROSCI or other OCM methodologies preferred.[cite: 1]
Experience with multi-agency transformation and enterprise system rollouts.[cite: 1]
Strong facilitation and interpersonal communication skills.[cite: 1]
Note: Contractor staff assigned to agency facilities are subject to background check and site-access requirements.
