Joint Training Requirements Specialist, National Guard BureauLocation: Remote within the continental United States. Candidates will be assigned to one of five regions and should reside within their assigned region. Open regions: Southeast, Central, Mountain, and Pacific. Type: Full time, exempt Clearance: Active Secret required at start Travel: 25 to 35 percent, CONUSCORTEK is seeking Joint Training Requirements Specialists to support the National Guard Bureau's Joint Doctrine, Training and Force Development Directorate (NGB-J37). You will own a region: a group of six to sixteen state and territory Joint Force Headquarters whose joint training programs you help build, assess and improve. You will sit in their planning conferences, observe their exercises, teach their staffs the systems, and write the assessments that tell the National Guard Bureau how ready they are. This is a remote role with real travel, and you will be the National Guard Bureau's face in your region.This position is contingent upon contract award.ResponsibilitiesServe as the assigned specialist for one of five regions covering the 54 state and territory Joint Force Headquarters, maintaining continuous engagement with each headquarters in your regionConduct on-site support visits to Joint Force Headquarters to review training plans and readiness progress with their staffs, identify gaps in Joint Training System implementation, and build a customized training plan for each headquarters to implement and sustain all four phases of the Joint Training SystemServe as an Observer, Controller, Trainer at exercises and training events, and deliver written training observations to the training audience within five business daysDevelop Mission Training Assessments and Training Proficiency Assessments, and support Joint Mission Essential Task List developmentUpdate and complete Joint Training Plans, develop training objectives, and help states enter and maintain their data in the joint training database of record and the Defense Readiness Reporting SystemSupport the Joint Event Life Cycle across your region: concept development, initial, mid and final planning meetings, master scenario events list scripting, exercise plan development, and entering planning milestones into the joint training database of record within five business days of each conferenceTeach training workshops for Joint Force Headquarters staffs on the Joint Training System, the joint training database of record in both classified and unclassified environments, the Defense Readiness Reporting System, mission essential task list development, and the Joint Event Life CycleSupport subordinate organizations, including Homeland Response Forces, CBRN Enhanced Response Force Packages, and Weapons of Mass Destruction Civil Support Teams, in building their mission essential task listsWrite executive summaries within three business days and detailed trip reports within five business days of every event, visit, exercise and planning conferenceCapture lessons learned from state exercises and events and route them to the National Guard Bureau Joint Doctrine and Joint Lessons Learned BranchDeliver customer surveys after each in-person visit and feed regional metrics into the monthly program reportRequired QualificationsActive Secret security clearanceSeven years of experience in joint training, National Guard, or joint headquarters staff assignmentsDemonstrated experience across all four phases of the Joint Training System: requirements, plans, execution, and assessmentExperience developing or updating Joint Training PlansExperience instructing or facilitating small group workshops at the senior leadership levelExperience conducting training on Department of Defense readiness and training systems, including the Defense Readiness Reporting System, the Joint Training Tool or Joint Training Information Management System, and the Joint Lessons Learned Information SystemWorking knowledge of Mission Training Assessments and Training Proficiency AssessmentsAbility to obtain a Common Access Card and to work on classified systems, including SIPRNetResidence within the assigned region, and the ability to reach any Joint Force Headquarters in that region on short noticeWillingness to travel approximately 25 to 35 percent within the continental United StatesAbility to work independently with limited daily supervision across multiple time zonesBachelor's degree preferred; equivalent professional and military experience accepted in lieu of a degreeUnited States citizenshipPreferred QualificationsPrior assignment on a Joint Force Headquarters-State J3 or J7 staff, at the National Guard Bureau, or at a combatant command J7Experience with the Joint Event Life Cycle as an exercise planner, exercise control group member, or exercise directorObserver, Controller, Trainer certification from a Combat Training Center, First Army, or an equivalent programFEMA Homeland Security Exercise and Evaluation Program certificationExperience supporting domestic operations exercises such as Vigilant Guard, or Homeland Response Force and CERFP external evaluationsExperience with the Universal Joint Task List Task Development ToolFamiliarity with FEMA regional response frameworks and with the domestic operations threat profile of your region, such as coastal hurricanes, wildland fire, seismic events, or severe winter weatherBachelor's or Master's degree in military science, emergency management, education, training management, or a related fieldWork Location and TravelThis is a remote position within the continental United States, performed under a Government-approved telework arrangement. You will be assigned to one region and are expected to live within it, both so that you can respond quickly to short-notice requests from the headquarters you support and so that visits can be grouped geographically to keep travel time and cost down. Travel is approximately 25 to 35 percent, concentrated in the spring and summer training season, and includes support visits to Joint Force Headquarters, exercises, exercise planning conferences, and regional training workshops. All travel is authorized in advance and reimbursed in accordance with the Joint Travel Regulation and published Government per diem rates.
