Position overview: The Illinois Department of Corrections is seeking to fill the position of DOC Central Regional Clinical Quality Specialist. The position provides consultation, data management and quality advisory functions by assisting in observing correctional healthcare clinical and workflow practices as directed and identifying gaps in performance, opportunities for improvement, continuous process improvement, and other quality and change management efforts. Essential Functions:

  • Serves as the Central Regional Clinical Quality Specialist.
  • Reviews, evaluates, develops, and interprets IDOC, partner and stakeholder policies and operational procedures and communicates updates to the Agency Quality Improvement Coordinator.
  • Serves as a liaison, under the direction of the System Leadership Quality Council and Compliance, for IDOC health care administration, staff and physicians in the areas of regulatory, process improvement, performance monitoring, and statistical analysis.
  • Participates in the design of audit methods and instruments to measure performance and service delivery, identification of opportunities for improvement, development of action plans for resolution of issues identified by the Agency Quality Improvement Coordinator and SLQC, and site visits.
  • Produces documents which may be proprietary or highly sensitive and confidential in acceptable draft and/or final form from written copy, data analytics or Facility Quality Council minutes taken by incumbent.
  • Keeps up to date on industry standards, specifications, and regulations, and is diligent about incorporating these requirements into the quality process.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications:

  • Requires a bachelor's degree in health sciences or related field.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in quality improvement work in a clinical or healthcare related field.

Preferred Qualifications:

  • Prefers a licensure as a Registered Nurse.
  • Prefers at least five (5) years of experience developing and implementing quality control procedures and processes.
  • Prefers a certification in quality or project management, or equivalent experience (CDN, CNN, OASIS, CP, CLIA, AHIMA, GCP, CPHQ, ACRP, IHI).

Conditions of Employment:

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires ability to pass the IDOC/IDJJ background check.
  • Requires ability to pass a drug screen.
  • The use of unauthorized drugs by an employee, regardless of position held, is prohibited.
  • Required to utilize digital technology, tools, platforms, and processes in managing and supporting various digital enhancements for greater efficiency, productivity, and digital transformation efforts within the department.

Work Hours: see below 8am - 4pm Mon-Fri; Sat/Sun Off
