Transportation Operations Manager

Overview Transportation Operations Manager (FTCRSN-2026-24658): Bowhead seeks a dynamic Transportation Operations Manager to support the Fort Carson, Colorado, logistics operations - Maintenance, Supply, and Transportation for the installation logistics support contract activity. Logistics Readiness Center (LRC) consists of four primary divisions: Plans and Operations (P&O); Materiel Maintenance Division (MMD); Installation Supply & Services Division (ISSD); and the Installation Transportation Division (ITD). Responsible for the administrative/operational leadership of the FCCO Transportation Department within the program guidelines set by the Project Manager and contract Performance Work Statement. Areas of responsibility include all transportation, Motor Pool (TMP), and freight operations. Responsibilities Provides oversight and guidance for all Transportation Division (TD) operations Responsible for the day-to-day operations of the installation transportation effort. Provide information and reports, resolve issues and recommend actions to improve delivery of services to the customers. Responsible for ensuring scheduling, dispatching, maintaining vehicles; movement of passengers and cargo; driver qualifications, receiving and issuing vehicles, and maintaining and providing accurate equipment records in accordance with applicable regulation and SOPs. Proficiently utilize collective data system, Federal Automotive Statistical Tool (FAST), Defense Property Accountability System (DPAS), and the Fleet Management Information System (FMIS). Provides input to Project Manager on Contract Deliverable Requirements List (CDRL) reports covering the TD to include developing and updating standard operating procedures (SOPs). Oversight to the TD that provides installation tenants and organizations with in a cost-effective and efficient manner and verifies that all products and services meet or exceed Army standards of quality and excellence. Participates in meetings and activities established by the Government. Responsible for financial management, general accounting requirements and quality control plan/processes as they relate to the TD operations. Responsible for continuous process improvement (CPI) and quality assurance (including, but not limited to, tracking performance, cost outcomes, CPI awareness training). Flexibility and capability to adjust work to operational needs and to meet emergency or changing program and/or production requirements. Ability to analyze organizational and operational problems and develop timely and economical solutions. Maintaining control and accountability for all TD Government furnished property, Government furnished material, Government Furnished Equipment and Government furnished facilities. All other task assigned. Supervisory Responsibilities Provides leadership and direction to the FCCO TD management and technical team. Ability to gain cooperation in order to coordinate the work of others and build a cohesive team. Monitor/provide effective performance feedback through employee recognition, coaching, and disciplinary action. Ensures flow of communication from upper management to employees and vice versa. Experience Must have at least 10 years of documented supervisory experience in a transportation related field Have at least 5 years of documented supervisory experience in materiel movement shipments. Qualifications Associate's degree is required at a minimum; however, a Bachelor’s degree is preferred. Comprehensive knowledge of Defense Management, Acquisition, and Use of Motor Vehicles. Comprehensive knowledge of governing regulations, policies, procedures and instructions in personal property inbound and outbound. Comprehensive knowledge of governing regulations, policies, procedures and instructions in DoD air and ground transportation. Comprehensive knowledge of governing regulations, policies, procedures and instructions in the areas of personal property, unit movement, materiel movement, and transportation motor pool operations. Comprehensive knowledge of all installed product software at the use/operator level and automated data processing policies and procedures as they pertain to assigned equipment, both LIS and installation desktop computers to solve and/or contact appropriate technical support to resolve any problem associated with these systems. Individual shall have written and oral communications abilities commensurate with this management role. Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint. Ability to understand, speak, read, and write the English language. Ability to communicate effectively with all levels of employees, Government Representative, and outside contacts. Strong interpersonal skills and good judgment with the ability to work alone or as part of a cohesive team. Valid driver’s license in the state of employment with an acceptable driving record. Ability to pass a pre-employment background check. US Citizenship is required. Physical Demands Must be able to lift up to 50 pounds. Must be able to stand and walk for prolonged period amounts of time. Must be able to twist, bend, and squat periodically. High noise levels are common as is the potential exposure to heat/cold, noise, dusts, mist, and/or fumes. Environment Transportation Operations Manager is required to be on-site. Work areas consist of office and non-office settings such as maintenance, supply, and transportation facilities. Requires wearing personal protective equipment (PPE) which includes safety glasses, protective-toe footwear, gloves, and hearing protection as required. SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location. #J-18808-Ljbffr
