Business Analyst

Required Education
· Bachelor’s degree in Management Information Systems, Business, or a related field, and/or relevant experience

Required Qualifications/Skills/Experience
· 8 years of experience working on large, complex IT systems
· 8 years of experience eliciting requirements, writing user stories and design documents, defining acceptance criteria, testing outcomes, and facilitating communication between business stakeholders, developers, and project teams
· 8 years of experience with SDLC procedures and system development methodologies
· 8 years of experience managing stakeholder expectations and priorities
· 8 years of experience working within a project governance structure, including methodology, required templates, and reporting
· 8 years of excellent task management skills, with the ability to balance and manage multiple tasks with changing priorities in a cross-functional environment
· 8 years of experience prioritizing and managing multiple projects and project activities simultaneously while meeting established deadlines
· 8 years of experience with Microsoft development platforms and software
· 6 years of experience working in an Agile environment
· 5 years of experience with Application Lifecycle Management tools, including Microsoft Team Foundation Server (TFS), Visual Studio Team Services (VSTS), Azure DevOps (ADO), Atlassian Jira, or IBM Rational Team Suite (RTC)
· 5 years of working experience with Microsoft SQL Server Management Studio or other relational database software
· 3 years of familiarity with advanced information management practices, data modeling standards, and/or architecture design and analysis
· Excellent interpersonal, verbal, and written communication skills, with the ability to interact with a diverse group of team members, including executives, managers, IT professionals, and subject matter experts
· Experience in process mapping, group facilitation, data gathering and analysis, and phases of the project life cycle, including requirements gathering, design, development, deployment, training, and measuring effectiveness
· Experience delivering software as part of an Agile delivery team
· Strong ability to work effectively within time constraints, changing priorities, and independently
· Proficiency in Microsoft Office Suite, including Excel, Word, PowerPoint, and Visio
· Ability to analyze business strategy and user needs, document specifications, and translate business objectives into appropriate system requirement specifications
· Ability to decompose complex concepts into smaller tasks while maintaining an end-to-end business process focus
· Ability to work closely with other Business Units to identify and deliver Enterprise value
· Strong ability to consult with executive-level stakeholders to define business needs or problems

Preferred Qualifications/Skills/Experience
· Experience providing consulting services to governmental entities
· Experience working with requirement gathering software such as Azure DevOps, TFS, Jira, or RTC
· Experience guiding business customers through business case development for new applications/functionality, including cost/benefit analysis and risk/impact analysis
· Understanding of how to deliver value through realization of benefits, avoidance of cost, identification of new opportunities, and modernization of the organization
· Experience focusing on continuous improvement for both business processes and the underlying technologies and system support

Business Analyst Overview
· The Customer is focused on modernizing its Medicaid and Integrated Eligibility Systems to enable faster policy and program changes, improve continuity of operations, and reduce brittle point-to-point dependencies
· The current environment includes data passing through multiple legacy systems with several weak links, resulting in data reconciliation failures, downstream impacts, and manual workarounds
· This engagement will establish a governed enterprise integration and data foundation to address these challenges
· The initial phase will focus on establishing a Cloud Foundation for a FedRAMP Moderate environment, providing a data integration platform, developing an application modernization strategy, performing a mainframe assessment, creating a product backlog, and defining program governance
· The effort will ultimately support configuration of a modern Google Cloud application platform that enables incremental modernization while designing infrastructure aligned with Centers for Medicare & Medicaid Services (CMS) baseline requirements
· The Business Analyst will support requirements, business process analysis, stakeholder engagement, data analysis, Agile delivery, governance, and communication across business and IT organizations
· The role will work with key decision makers, systems owners, end users, executives, managers, IT professionals, and subject matter experts to support core processes and critical business objectives
· The successful candidate will help translate business objectives and user needs into actionable requirements, facilitate communication across teams, and support delivery of solutions within an Agile framework

Job Duties
· Create, present, and maintain user stories, acceptance criteria, demo expectations, and design documents in DHS-defined systems
· Create, document, trace, maintain, prioritize, and assess changes to business processes and associated requirements
· Work closely with key decision makers, systems owners, and end users in support of core processes and critical business objectives
· Conduct research to obtain data, analyze problems, and advise and recommend solutions
· Query and analyze data to determine solutions, such as installation of alternate methods and procedures, changes in processing methods and practices, or redesign of products or services
· Advise client or department heads on alternate methods of solving needs or problems and recommend specific solutions
· Work within an Agile methodology framework with a focus on delivering value and adjusting rapidly to produce the most effective outcome
· Work closely with all IT organizations and drive projects to successful completion
· Facilitate requirements gathering, process mapping, data gathering, and analysis throughout applicable phases of the project life cycle
