Essential Job Functions This position is responsible for the successful completion of Information Technology (IT) projects, following the project lifecycle to facilitate initiation, planning, execution, monitoring, control, and closure. It requires creating and maintaining project artifacts, such as charters, schedules, risk registers, status reports, acceptance criteria, and lessons learned, as well as identifying requirements, managing issues, and validating solutions across both business-facing and internal JIS projects. Essential Duties And Responsibilities Project Management Create and maintain charter, scope statement, stakeholder management plan, vendor management plan, project schedule, requirements document and traceability matrix, risk register/issue log, test plan & acceptance plan, deployment/launch plan, meeting agendas & minutes, and project status reports. Develop business case justification and maintain Project Management Plan (PMP) and Work Breakdown Structure (WBS). Schedule and facilitate project and status meetings. Identify, isolate, and track issues and risks, determining sources, impacts, and required resources. Respond to calls from court users and JIS staff for technical and non‑technical assistance. Maintain expert level knowledge of the JIS Systems Development Life Cycle (SDLC) and PMO templates. Collaborate with project team, technical teams, and vendors. Proficient in software implementation strategies: Commercial‑Off‑The‑Shelf (COTS), in‑house, Software as a Service (SaaS), and cloud computing. Monitor and Control Project Work Track all project performance against defined metrics, and monitor scope, costs, and schedule. Consider stakeholder risk aversion during reviews. Provide monthly updates to the PPM portfolio system on schedule and risk. Create gap analysis comparing current ("as‑is") to future ("to‑be") systems. Communicate and manage system outages related to project work. Perform vendor management against contractual requirements. Review change management reports, coordinate approvals, and assess impact on project schedules. Stakeholder and Relationship Management Maintain a holistic view of stakeholders and dependent business functions. Ensure projects meet business needs and strategic objectives of the Judiciary. Develop acceptance criteria and obtain stakeholder sign‑off. Create Functional Requirements Document (FRD), Use Cases, and Requirements Traceability Matrix (RTM). Lead matrix‑formed project teams responsible for implementing system requirements. Schedule and facilitate requirements gathering and identification meetings. Maintain quality control to ensure deliverables meet customer specifications. Provide bi‑weekly status reports to the Portfolio and Project Management Manager. Define system problems, evaluate processes, workflows, and procedures. Ensure the IT solution is fully tested. Create lessons learned documentation. Minimum Qualifications Education: Bachelor’s Degree from an accredited college or university. Experience: Five (5) years of professional experience establishing project scope, creating schedules, monitoring budgets, assessing risks, creating business process automation, system development, data quality analysis, or configuring and implementing. Preferred: Project Management Professional (PMP) certification. Additional related work experience may substitute for up to four (4) years of required education on a year‑for‑year basis. Knowledge, Skills, and Abilities Knowledge of SDLC standards and PMBOK guidelines. Skills: managing complex IT projects, tracking multiple projects, business process analysis, detail orientation, data review and migration, oral and written communication, applying SDLC guidelines. Abilities: working in a matrixed organization, translating technical concepts into business terms, handling multiple projects simultaneously. Physical Requirements Sedentary work with occasional lifting of up to 10 pounds. Equipment, Machinery and Tools Personal computer or laptop and cell phone for daily communication and documentation.
