The salary range on the posting accurately depicts the maximum we can pay to start this position at this time. Under general direction, to plan, design, install and maintain County computer networks; to work with outside vendors and consultants in the development of computer networks and resources; to provide training for County staff in the use of computer networks and resources; to assist the Director of Information Services with the administration of the unit; and to do related work as required. Examples of Important and Essential Duties Plans, designs, installs, and maintains County computer networks; develops project timetables and coordinates project completion; serves as System Administrator for assigned networks and systems; ensures proper development and maintenance of system records; works with outside vendors and consultants in systems design, installation, and troubleshooting; provides lead direction and coordination for other technical staff in the installation and maintenance of equipment and software; provides training for other County staff in system capabilities and use; performs special studies, research, and analysis regarding system procurement and modification; performs a variety of troubleshooting and diagnosis during system malfunctions and breakdowns; develops recommendations for procurement of equipment and selection of vendors; configures and installs equipment including routers, hubs, and other system components; may set‑up and configure users’ personal computers; performs a variety of hardware and software testing; maintains logs and records of network operations and problems; makes regular follow‑ups from logs to ensure problems have been resolved; assists with preparation of system documentation as necessary; assists the Director of Information Services with the administration of the unit; represents County Information Services in contacts with a variety of users, other agencies, consultants, and vendors. Minimum Qualifications Knowledge of Computer hardware, software, and utilization in the services and functions of a local government agency. Practices, procedures, and techniques of research, information analysis, and report development. Principles and practices of data processing systems and network development, utilization, and administration. Current industry standards and product availability in hardware and software. Planning and implementation of computer networks. Development and implementation of computer training and user support services. Principles of project coordination and lead direction. Ability To Perform a variety of specialized, complex work in the planning, design, installation, and maintenance of County computer networks. Provide project planning, coordination, and lead direction for other staff. Work with vendors and consultants in the development and utilization of computer networks. Research, gather, develop, analyze, and present a variety of complex information and data. Oversee the acquisition, installation, and maintenance of computer hardware and software. Develop and implement user training and support services in network utilization. Evaluate options and develop alternatives, including cost justifications, for the development and application of electronic data processing technology and systems to County operations and functions. Serve as consultant on the development and uses of computer networks. Effectively represent the County Information Services unit in contacts with other County staff, the public, and other government agencies. Establish and maintain cooperative working relationships. Training And Experience Graduation from an accredited college or university with a bachelor’s degree and major coursework in a closely related technical field, such as Computer Science, Management Information Systems, or mathematics, and at least five (5) years of increasingly responsible work experience in a network environment, utilizing data processing principles and techniques, including systems analysis and design, information systems support, troubleshooting and resolution of network programs, programming, and managing or coordinating data processing operations. Six (6) months of this work experience must have been at a level equivalent to the Trinity County job classification of Senior Information Systems Specialist. Completion of sixty (60) semester units, or ninety (90) quarter units from an accredited college or university with major coursework in a closely related technical field, such as Computer Science, Management Information Systems, or mathematics, and at least seven (7) years of increasingly responsible work experience in a network environment, utilizing data processing principles and techniques, including systems analysis and design, information systems support, troubleshooting and resolution of network programs, programming, and managing or coordinating data processing operations. Six (6) months of this work experience must have been at a level equivalent to the Trinity County job classification of Senior Information Systems Specialist. Three (3) years of work experience, performing complex computer systems work at a level equivalent to the Trinity County job classification of Senior Information Systems Specialist. Qualifying experience must have been in the last ten (10) years. Special Requirements Possession of, or ability to obtain, an appropriate valid California Driver's License. Supplemental Information Typical Physical Requirements Sit for extended periods; frequently stand and walk; normal manual dexterity and eye‑hand coordination; ability to lift and move objects weighing up to 25 lbs.; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and fax. Typical Working Conditions Work is performed in an office and centralized computer system environment; continuous contact with other staff and the public. Distinguishing Characteristics This is a single position, specialized classification for the position which has day‑to‑day responsibility for the planning, design, installation, and maintenance of County computer networks. Responsibilities include providing training and serving as a resource for County staff in the capabilities and utilization of networks. The incumbent also assists the Director of Information Services with the general administration of the unit. Reports To Director of Information Services. Classifications Supervised Provides some guidance and lead direction for Information Systems Specialist I, II, III, Senior and support staff as assigned. Disaster Service Worker In addition to our everyday duties, we have an added responsibility to help in a declared disaster. Under California law, all public employees are Disaster Service Workers and may be called upon in the event of a disaster.
