The Personal Property Appraiser performs entry-level to intermediate work in the discovery, listing, valuation, and maintenance of personal property accounts in Sedgwick County. Applies mass appraisal techniques under the guidance of the Personal Property Manager and Senior Personal Property Appraiser in accordance with Kansas statutes, Kansas Department of Revenue, Division of Property Valuation (PVD) directives and guidelines, office policies and procedures, and Uniform Standards of Professional Appraisal Practice (USPAP).

Annual Valuation and Asset Maintenance

• Research, analyze, and interpret personal property accounts, including Commercial and Industrial Machinery and Equipment (CIME), trucks/trailers, watercraft, and leased equipment, as required by Kansas law.
• Research and resolve routine issues with property owner renditions, account data, and valuation records.
• Discover, list, and value non-reported and new personal property accounts for current and future years using mass appraisal tools and techniques.
• Maintain account data and supporting documentation in accordance with office procedures.
• Follow and comply with the annual PVD Revaluation Maintenance Specifications and Compliance Guide and annual PVD Personal Property Valuation Guide.

Annual Property Appeals

• Conduct informal equalization and Payment Under Protest appeal meetings and defend values in accordance with PVD guidelines and office procedures.
• Prepare and present information for Board of Tax Appeals (BOTA) Small Claims hearings, as assigned.
• Process appeal results and change orders and make valuation adjustments for prior years, as needed.
• Refer complex appeals and Regular Division matters to the Senior Personal Property Appraiser or Personal Property Manager, as appropriate.

Customer Service

• Communicate verbally and in writing with property owners, their representatives, other jurisdictions, and internal county offices to answer inquiries.
• Provide information to property owners and their representatives in accordance with the Kansas Open Records Act and PVD guidelines.
• Monitor and respond to emails received through the division email account in a timely manner.
• Assist property owners with personal property questions at the front desk, as needed.

Minimum Qualifications: High school diploma or equivalent. Two (2) years of administrative support, data-entry, records-management, real estate, appraisal, or closely related experience. Must successfully complete the following courses within three (3) years of hire date: Uniform Standards of Professional Appraisal Practice (USPAP); Kansas Property Tax Law; Kansas Personal Property Valuation and Assessment; Orion Introduction and Overview of Basic Functionality. Per Sedgwick County policy, this is a driving-level position that requires a valid U.S. driver's license without restrictions and current proof of automobile insurance. Must have a properly registered and licensed passenger vehicle available for daily use.

Preferred Qualifications: Two (2) years of mass appraisal experience, including personal property appraisal experience. Associate's degree from an accredited college or university in real estate, accounting, economics, business administration, or a related field. One or more of the following professional designations: State of Kansas Registered Mass Appraiser (RMA), Assessment. Administration Specialist (AAS), International Association of Assessing Officers (IAAO), Personal Property Specialist (PPS).
