IT Project Manager: RFP & Procurement

Requirements

• 10 or more years of experience in enterprise IT project management and software system procurement.

• Proficiency in Request for Proposal (RFP) development and public sector procurement governance.

• Experience with drafting enterprise Service Level Agreements (SLAs) and contractual compliance terms.

• Experience in requirements gathering for high-volume SaaS platforms, point-of-sale, and transaction systems.

• Experience with formal vendor proposal scoring, bid evaluation frameworks, and contract negotiations.

• Experience in technical writing, IT security standards documentation, and PMP project methodologies.

• Excellent verbal and written communication skills.

Responsibilities

• Direct the full-lifecycle RFP development, vendor selection, and contract award processes for enterprise software.

• Author comprehensive Request for Proposal (RFP) specifications and mandatory technical system requirements.

• Develop rigorous Service Level Agreements (SLAs), operational performance metrics, and compliance instruments.

• Establish objective proposal scoring matrices and evaluation criteria to assess qualified vendor submissions.

• Coordinate stakeholder discovery sessions with technical subject matter experts and legal counsel.

• Facilitate vendor question-and-answer exchanges, technical demonstrations, and final contract negotiations.

• Manage project schedules, milestone dependencies, risk tracking logs, and formal executive status briefings.
