Location: Columbia, SC (On-site initially; hybrid schedule allowed once acclimated. Open to nationwide candidates, but must work EST hours and cover own travel costs for on-site work) I. Project Overview

The South Carolina Department of Administration requires professional services to support the successful delivery of strategic and tactical IT initiatives. The Contractor will provide a Project Manager with strong business analysis capabilities to lead and support complex, multi-stakeholder technology projects from initiation through closure. The role ensures clear requirements, well-defined scope, effective communication, and disciplined project execution.

II. Scope & Objectives

• Deliver project outcomes on time, within scope, and within budget.
• Provide expert-level project management to guide planning, scheduling, execution, risk mitigation, and reporting.
• Provide business analysis expertise to define and document requirements, assess impacts, and ensure solutions meet business needs.
• Improve project transparency through accurate documentation, dashboards, and communication to leadership and stakeholders.

III. Daily Duties & Responsibilities

Project Management:

• Lead end-to-end project delivery, including scope, schedule, budget, risk, quality, communication, and resource coordination.
• Develop and maintain project plans, RAID logs, communication plans, status reports, and executive updates.
• Manage cross-functional teams including internal IT, vendors, SMEs, and agency partners.
• Facilitate work sessions to validate scope, requirements, and deliverables.
• Identify risks and issues; recommend and implement mitigation strategies.
• Support procurement processes (RFPs, SOWs, vendor oversight) consistent with state standards.
• Ensure compliance with agency policies, security requirements, and governance frameworks.

Business Analysis:

• Lead structured requirements elicitation (interviews, workshops, journey mapping, process modeling, data analysis).
• Document testable requirements: business, functional, nonfunctional, user stories, and acceptance criteria.
• Define current-state and future-state processes, workflows, and data flows; quantify KPIs.
• Translate requirements into solution designs in collaboration with architecture, security, and infrastructure teams.
• Evaluate build-vs-buy options and support the creation of diagrams, models, and integration patterns.

Change Management & Adoption:

• Develop change management and communication plans.
• Coordinate UAT, cutover activities, readiness planning, and post-launch support.
• Support adoption using metrics, user feedback, and continuous improvement loops.

IV. Deliverables

Deliverables may include but are not limited to: Project Charter, Requirements Documents / User Stories, Process Diagrams & Data Flows, Project Schedule & Work Breakdown Structure (WBS), RAID Logs & Decision Logs, Status Reports & Dashboards, Communication Plans, and Procurement-related documentation.

V. Required Qualifications

• Experience: Minimum 7 years of project management experience with moderate to high complexity. Minimum 5 years of experience managing IT, regulatory, compliance, or enterprise-level initiatives. Demonstrated experience in business analysis and process redesign.
• Education: Bachelor's degree required.
• Additional Skills: Ability to work independently with limited supervision, communicate effectively, manage diverse technical/business teams, maintain confidentiality, and work at a high-volume, fast pace.

VI. Preferred Qualifications

• Certifications: PMP, PMI-ACP, or comparable certification preferred.
• Simultaneously manage multiple work efforts.
• Strong schedule management and resource planning skills.
• Ability to identify, map, and re-engineer business processes.
• Integrated Master Schedule skills.
• PowerBI and/or data dashboard skills.
