CFO/Treasurer Position at York County Government
We are excited to hire a CFO/Treasurer to join our team at York County Government. The core responsibilities in this position are to lead the County's complex financial operations, enhance transparency, and ensure long-term fiscal stability. This position is responsible for guiding the strategic direction of the Finance Department and fostering high-performing, customer-oriented operations. The CFO/Treasurer plays a critical role in developing and advising the County Manager and elected officials on financial strategies, ensuring compliance with applicable laws and regulations, and fostering a culture of accountability and continuous improvement. As a key member of the County's leadership team, serves as a trusted advisor to the County Manager, County Council, Budget Committee, boards and commissions, and staff on the County's short- and long-term financial needs.
The CFO/Treasurer ensures alignment with the County's strategic goals and strengthens its position as a forward-thinking organization by guiding intricate financial and operational matters. This position ensures efficient and effective management of fiscal activities, including accounting operations, auditing, budgeting, cash management, investment management, collections, long-range forecasting and financial planning, internal controls, and current/delinquent tax collection functions.
Competitive Compensation (Pay Grade 140): $172,047.44-$266,640.00, which is the full range of the position. Salary will be determined based on experience and education. This position will be open until filled with the first review of applications beginning on Monday, July 20th. Duties and Responsibilities:
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Develops and implements financial policies, internal controls, and procedures to support transparency and accountability.
- Directs the preparation and administration of the County's and Museum's annual budgets, reviews operating budgets periodically to analyze trends affecting budget needs, reviews and analyzes department budget requests, monitors revenues and expenditures, performs appropriate cost control activities and prepares long-range forecasts of county revenues and expenditures as required.
- Serves as custodian of all funds managed by the County, maintains responsibility for the receipt and disbursement of funds and the investment and cash management of idle funds, manages cash flow of county and agency funds, signs all County checks and approves wire transfers of funds.
- Manages the County's Debt and Investments in support of County goals according to generally accepted practices, Federal, State and local regulatory requirements.
- Works with County Administration and Departments to understand future capital project needs to identify the most appropriate cost-effective financing mechanisms to meet the needs of the County.
- Coordinates all aspects of the financing process regardless of the funding mechanism (bonds, commercial paper, bank loan, capital lease/purchase, public/private) for the County.
- Analyzes and presents findings as it relates to proposals for financing opportunities, identifies potential savings in existing financing structures, develops financial models and evaluates complex finance structures.
- Directs the collection of current and delinquent County, school, municipal, and special district taxes, as well as various fines, fees, and miscellaneous county revenues.
- Formulates and supervises all accounting methods, procedures, forms and records; ensures the central accounting system is implemented in accordance with generally accepted accounting principles; establishes systems for the proper documentation of payroll, accounts payable, and receivable.
- Directs the development of the County's Comprehensive Annual Financial Report (CAFR) and serves as principal liaison with the auditors and County staff. Provides executive overview (Transmittal Letter), Management Discussion & Analysis (MD&A), and statistical tables and analysis. Responsible for the overall accuracy of the CAFR.
- Conducts periodic reviews of the County's finances to detect and resolve discrepancies and other problems.
- Provides guidance and direction to County departments in monitoring the financial status of departments and providing advice regarding potential problems and alternative solutions.
- Receives and responds to inquiries, concerns, complaints, and requests for assistance from County personnel, elected officials and citizens regarding county financial matters; presents financial information and issues to external groups as required.
- Works with Council, Manager's Office, County Attorney's Office, Financial Advisors and Bond Counsel to prepare Official Statements for Bond Issues.
- Performs related work as assigned.
Education and Experience:
- Requires Bachelor's Degree in Accounting, Finance, Business Administration or related discipline. Master's Degree or Certified Public Accountant preferred.
- Requires eight (8) years of progressively responsible leadership in finance, accounting, and budgeting functions in municipal government, including at least three (3) years in a senior management role or an equivalent combination of education, training and experience.
- Experience with GASB and GAAP standards and GFOA best practices are highly desirable.
Certifications and Licenses:
- Must possess and maintain a valid state driver's license with an acceptable driving history.
- Government Finance Officers Association Certification, Certified Public Accountant, Certified Public Finance Officer, and/or Certified Government Finance Officer preferred.
