Department Overview University of California Health comprises six academic health centers, 21 health professional schools and systemwide services that improve the health of patients and the University’s students, faculty and employees. UC Health spans hospitals and medical schools that are nationally ranked. The unit works closely with leadership across the system to support health science goals and the mission of UC Health with a commitment to an open, inclusive, and productive environment. Position Summary The University administers state funding to support graduate medical education through statewide grant programs and other funding designed to sustain residency positions across California. Working under the supervision of the Finance Manager for the systemwide UC Health office, the Accountant serves as a key member of the department\'s Immediate Office. This role operates in a high-volume, fast-paced environment with changing priorities and requires tact, diplomacy, discretion, and sound judgment. Responsibilities include accounting functions such as analyzing, monitoring, preparing financial transactions, and reconciling financial information to support UC Health\'s mission and goals. The incumbent will apply accounting knowledge to ensure all financial transactions align with the organization budget and comply with UC financial, travel, personnel and document retention policies. The position includes identifying, developing, documenting and communicating process improvements and department policies. Works on ongoing financial processes, deadlines, and ad-hoc projects. Works independently with defined accounting procedures and practices. This is a two-year contract position based in Oakland, California, with a hybrid work schedule. Responsibilities 40% Budget Monitoring, Compliance, and Stakeholder Coordination: Review and monitor spending to ensure compliance with annual grant, program, and departmental budgets. Review allocations for policy exceptions and recommend adjustments. Develop and maintain professional relationships with internal and external stakeholders to facilitate collaboration, resolve reconciliation issues, and address policy exceptions. 20% Journal Entries and Intercampus Transfers: Prepare journal entries and Intercampus Transfer of Funds requests, including supporting documentation. Review and reconcile account balances and prepare reconciliation reports regularly. 10% Procurement Support: Prepare and review purchase requisitions in accordance with procurement policies and approval workflows, ensuring proper funding source alignment, documentation, and compliance with institutional requirements. 10% Audit Support: Assist with the preparation of audit documentation under general supervision. 10% Process Improvement and Systems Support: Make recommendations to establish or modify procedures and reporting methods to improve content and processes. Assist with implementing new systems or tools. Handle special projects as assigned. Required Qualifications Thorough understanding of GAAP, fund accounting, and financial systems including financial report preparation, reconciliation and internal controls Advanced proficiency in Microsoft Office (Excel, Word, PowerPoint), ERP systems and common desktop/web tools Strong analytical and problem-solving skills with ability to manage complex accounting issues Attention to detail and accuracy, with ability to manage multiple priorities and meet deadlines Ability to independently gather required information to organize and perform financial analysis assignments, identify issues, analyze data, develop solutions, and convert data to actionable information Ability to interpret policies and/or financial standards and procedures that may be complex Strong written and verbal communication skills, with ability to explain complex accounting concepts clearly and collaborate across departments Preferred Qualifications Accounting experience in higher education or the UC system Experience supporting restricted funds, grant-related financial operations, or programmatic fund administration in a higher education or public sector environment Ability to manage a significant volume of transactions Experience with Oracle Cloud Financials Advanced degree in accounting, finance, or business administration or CPA certification Education Bachelor's degree in related area and/or equivalent experience/training Special Conditions Some travel may be required Salary and Benefits Job Title: General Accountant 3 Job Code: 007735 Salary Grade: Grade 21 Payscale: $95,000 - $115,000, commensurate with skills and experience The University of California, Office of the President, provides a compensation range based on multiple factors and may adjust during the recruitment process.
