Job Description and Duties

Under the direction of a Senior Transportation Engineer, Electrical, the incumbent performs a wide variety of professional engineering work in either an office or field setting. As incumbent progresses in experience they will be assigned more difficult work and may function as a lead person over the activities of various engineering and technical personnel.

Working Conditions

Position located at 1750 E 4th St Santa Ana CA, Orange County.

Multiple positions  may  be filled from this recruitment.

This position is classified as a field position. 90% of the work will be performed at the project site and 10% will be in the office writing reports, performing analysis and communicating with other personnel. Work locations vary throughout Orange County and in various environments. Field activities during night and day shifts include exposure to moving traffic, loud noises, extreme heat and cold temperature, dust, uneven terrain, and moving heavy construction equipment. May require long term assignment for night work. Night and evening work requires the ability to work with artificial lighting. Ability to be aware of and maintain alertness to the environment is critical. Required to wear and utilize protective clothing; i.e., hard hat, work boots/shoes, vests, coveralls, eye protection, hearing protection and respirator equipment.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Special Requirements

• The position require(s) a valid Professional Engineering License (Electrical) issued by the California Board of Registration for Professional Engineers is required for Range D appointment. Possession of a valid driver's license is required when operating vehicles on State business.

• Possession of a valid driver’s license is required when operating a State owned or leased vehicle.

A Statement of Qualifications (SOQ) must be submitted with the State application. The SOQ is a discussion of how an applicant's education, training, experience, and skills meet the criteria below and qualify them for the position. The SOQ must not exceed two (2) pages in length.

1. Experience working with all levels of external and internal staff. External contacts to include those with local agencies, utility companies, business entities, private citizens, and construction contractors.
2. Balancing multiple priorities and meeting strict deadlines. Ability to multitask, prioritize and be efficient with daily workload.
3. Demonstrated ability to communicate effectively both orally and in writing; prepare technical correspondence and comprehensive reports; and address an audience effectively.
4. Knowledge of the standard specifications, standard plans, construction manual, traffic manual, highway resource management, internal functional structure of Caltrans and Encroachment and design exception policies.
5. Demonstrated ability to develop networks and build alliances and work with different personality types and partner with various agencies.
6. Demonstrated experience in Construction Inspection, Construction Administration, providing guidance with clear direction and consistency, and organizing the work of a professional staff.
7. Demonstrated ability to analyze facts, data and situations, use variety of problem-solving techniques, develop new and innovative ideas, recommend solutions for improvements, and adopt an effective course of action.
8. Demonstrated experience in Construction working as Assistant Resident Engineer (Range D), Resident Engineer, and / or Electrical Representative on roadway contracts.
