SUPERVISORY PROGRAM ANALYST

Summary You will serve as a Supervisory Program Analyst in the of NAVINFOWARDEVCEN NORFOLK. You will serve as a Supervisory Program Analyst in the of NAVINFOWARDEVCEN NORFOLK. Duties Help You will be responsible for leading the command’s doctrine development and validation process and executing the agile doctrine concept through the collaboration information environment. You will oversee the collection and tracking of actions and recommendations gathered from exercises, experiments, deployment reports, studies, concept of operations and other sources. You will develop and submit the command’s Planning, Programming, Budgeting and Execution (PPBE) efforts supporting the Naval Capability Development Process. You will align operational requirements with appropriate resources, manpower, training and equipment. You will review and approve work plans to be accomplished by subordinates, establish priorities, and schedule completion of work. You will set broad objectives, monitor subordinate employees' performance in providing services, review accomplishments, and take appropriate corrective actions when deficiencies are noted. Requirements Help Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. Successful completion of pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experienced and skilled in applying quantitative and qualitative analytical and evaluative methods and techniques to identify interrelated program problems, draw conclusions, and recommend appropriate action to improve mission effectiveness. Experience analyzing conflicting data and summarizing recommendations or program changes considering various points of view and specifying the reasons for choices. Experience and expert knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources in DoD and Navy Planning, Programming, Budgeting and Execution (PPBE) and POM processes, as well as understanding of the methodologies of these processes and the associated goals and objectives of the processes sufficient to evaluate requirements and develop POM packages. Experience and comprehensive knowledge of service requirement development processes, to include concepts, science and technology, and experimentation. Experience and knowledge of the Navy resource allocation process sufficient to optimize resources among program elements to best satisfy the prioritized operational requirements of the assigned programs. Experience and the highest degree of interpersonal skills is required to articulate the command's requirements. Experience with intermediate (or above) level computer skills to include spreadsheet, database, graphics and word processing. Work requires the production of project papers, staff reports, and executive level correspondence. Must be able to apply mature judgment, have a high degree of initiative and be persistent with tact. Experience working multiple organization segments to meet program requirements and objectives within the available resources and having the ability to establish and prioritize work to meet fluctuating deadlines and respond to a variety of requirements and keep other work moving toward completion. Experience effectively communicating, orally and in writing, to produce final products for use by the Commander in presenting strategy, policy, planning, and operational issues.
