Human Resources Generalist

Organizational Development/Training ManagerThe Organizational Development/Training Manager supports the Tribal Health Clinic/System by assessing staff development needs, designing and delivering culturally responsive training programs, and strengthening internal processes to improve organizational performance. This role promotes a healthy, collaborative workplace that reflects the values, traditions, and priorities of the Pueblo while ensuring compliance with healthcare regulations, accreditation standards, and best practices.Essential FunctionsConduct needs assessments to identify training gaps across clinical, administrative, and support functions.Develop, implement, and evaluate training programs, including orientation, annual required training, compliance, customer service, and professional development.Coordinate external training opportunities and continuing education for staff/licensed professionals.Maintain accurate training records and ensure staff meet all regulatory education requirements.Provide one-on-one coaching, mediation or skills development sessions when needed.Support leadership in building an effective organizational structure and improving internal workflows.Collaborate with departments to develop standard operating procedures (SOPs), process maps, and performance improvement plans.Assist in change management efforts, helping staff understand and adapt to new systems, policies, or technologies.Facilitate team meetings, retreats, and workshops to strengthen communication and teamwork.Promote a culture of respect, accountability, and high-quality patient care rooted in Tribal values.Assist leadership in developing initiatives that support employee engagement, staff morale, retention, and cultural alignment.Coordinate cultural competency and Tribal history training in collaboration with Tribal Elders, culture departments, or community partners.Support conflict resolution efforts with a focus on restorative approaches and cultural sensitivity.Ensure training programs meet Tribal, federal, and state healthcare requirements (e.g., HIPAA, OSHA, CMS, IHS, AAAHC).Prepare documentation and support readiness efforts for audits, surveys, and accreditation reviews.Monitor regulatory changes and update training content accordingly.Perform other human resources functions/duties as necessary to support human resources department.Serve in the absence of Human Resources Director as necessary.Minimum QualificationsBachelor's degree in Organizational Development, Human Resources, Education, Public Health, or related field.Five (5) years of experience in training development, organizational improvement or staff development (healthcare preferred) including curriculum design, adult learning principles, and training delivery.Knowledge, Skills and AbilitiesTo perform this job successfully, an individual must be able to perform each responsibility satisfactorily. These requirements are representative, but not all-inclusive, of the knowledge, skill, and ability required for this position.Knowledge of delivery of training/development programs including principles, practices, techniques, concepts and policies.Strong communication, facilitation and interpersonal skills.Knowledge of human resources information systems and learning management systems.Knowledge human resources/training terminology.Knowledge and adherence to the Privacy Act, HIPAA and HITECH regulations.Ability to work independently with minimal supervision and collaboratively as part of a team.Strong organizational and time-management skills.Skill in the compilation, analysis, collection, calculation and tabulation of data to summarize and organize for reporting and presentation.Skill in computerized data entry and information processing systems.Ability to adhere to all professional and ethical behavior standards of the profession as well federal, state and tribal laws, regulations and policies applicable to work duties.Ability and skill in communicating information both written and verbally using a professional business format. Correct business English, including spelling, grammar and punctuation.Ability to follow verbal and written instructions.Ability to promote positive working relationships with others and to work in a team setting; be diplomatic; be polite & courteous; and use tact in dealing with others.Principles and practices of HR/payroll records laws, codes and regulations.Working knowledge of HR laws, regulations and best practices.Customer service techniques for dealing with a variety of individuals from various socioeconomic, ethnic and cultural backgrounds, in person and over the telephone.Culturally sensitive and respectful in interactions with tribal community and staff.Reading and explaining rules, policies and procedures.Knowledge of Microsoft Office Suite; Windows Explorer (electronic file-handling), Microsoft Word; Microsoft Excel, powerpoint, internet software; and electronic database systems.Basic operation of a workstation (turning on/off, knowledge of basic functions and components). Use/storage/maintenance of multiple usernames and passwords.Ability to give full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times.This position may be subject to a criminal history background check, a suitability background check and/or a Fair Credit Reporting Act (FCRA) check. In addition, some positions are subject to a more extensive background check to ensure compliance with Public Law 101-630 Indian Child Protection and Family Violence Prevention Act. Candidates must be able to successfully pass all required background checks to qualify for this position. A record of satisfactory performance in all prior and current employment as evidenced by positive employment references and current employers is also required. All applicants must successfully pass a pre-employment drug/alcohol screening prior to beginning employment and will be subject to random drug/alcohol testing. Laguna Community Health Center
