The Department of Corrections is seeking a highly motivated and qualified Corrections Specialist 3 - SUDP for the Monroe Correctional Complex located in Monroe, WA. Reporting directly to the Substance Abuse Recovery Unit (SARU) Administrator, this position provides a lead role in the development, implementation, oversight and fidelity of Outpatient treatment services provided in Western Washington by Substance Use Disorder Treatment Specialists. The position supports the Department's mission to improve public safety by enhancing successful reentry via providing leadership for optimum delivery of Substance Abuse treatment.

The duties include:
- Providing oversight to all program personnel including Substance Use Disorder Professionals and trainees (SUDP/SUDPT)
- Ensuring assessment, treatment, continuing care, transfer, discharge planning, and other substance use treatment components in accordance DOC policies and procedures.
- Ensuring licensed substance use professionals are supervised and meeting all WAC requirements.
- Conducting weekly program consultation for contract and DOC staff.
- Administering the design and overseeing the implementation and application of quality assurance measures for substance use disorder treatment in prison settings.
- Providing statewide oversight for Drug Offender Sentencing Alternative (DOSA) incarcerated individuals ensuring accountability of DOSA incarcerated individuals in accordance with RCW and DOC policies and procedures.
- Participating in employment decisions, evaluations, training and supervision.
- Providing training to facility staff.
- Providing training to Correctional Officers and Classification staff on specifics of substance use disorder treatment.
- Identifying staff development needs and opportunities.
- Conducting file reviews in other facility program areas.
- Managing the Department's Substance Abuse Program within guidelines and policy ensuring operations according to contract specifications, to include clinical services, program schedules, group quality and clinical record reviews at Western Washington facilities.
- Ensuring quality of clinical records by reviewing a minimum of 10% each quarter (WAC 246-341). Ensuring the fidelity of and staff compliance with the DOSA sentencing process.
- Responsible for understanding WAC 762 DOSA revocation process and RCW 9.94A 660 DOSA statute.
- Responsible for ensuring assigned staff comply with WAC and WA DOC policies/procedures and standards.
- Responsible to organize evidenced based curriculum and development.
- Responsible for organizing, implementing and supervising the program design as defined by the program's clinical manual, SARU Clinical Supervisor, and SARU Administrator.
- Ensuring compliance with on-going analysis and use of the quality assurance system as defined by the SARU Administrator. Responsible for data collection and reporting as required.
- Participating in multi-disciplinary treatment planning, case reviews and conferences.
- Responsive to the Incarcerated Individuals Grievance Program and complaints related to substance abuse program and staff in collaboration with the SARU Clinical Supervisor.
- Managing the day-to-day operations of the SARU Substance Use Disorder Treatment Specialist, and provides oversight of contracted services in the community.
- Facilitating and/or attending daily, weekly or monthly facility management meetings.
- Communicating frequently with the SARU Clinical Supervisor and as directed with SARU Administrator. Participating in training and education to remain current in knowledge of effective treatment methods.
- Responsible for ensuring the effective use of all program resources.
- Providing staff training on implementation of program design as defined by curriculum.
- Overseeing collection of program data and accurate reporting.
- Demonstrating respect for supervisors, subordinates, WA DOC personnel and incarcerated individuals. Comply with and support all WA DOC rules, regulations and procedures as applicable.
- Providing input into the incarcerated individual disciplinary process and participate in DOSA revocation hearings. Advising at incarcerated individual's FRMT/MDT on DOSA revocations and incarcerated individual's transfers.
- Other duties as assigned.
Required qualifications include:
- Must hold and maintain State Certification as a Substance Use Disorder Professional.
- Possess exemplary competence in addiction counseling competencies.
- Must have a working knowledge of Microsoft Word, Excel, and Outlook; Familiarity with Washington State databases.
Preferred qualifications include:
- Associates Degree with a Social Service or Criminal Justice focus from an accredited college whose accreditation is recognized by the US Department of Education or the Council for Higher Education Accreditation (CHEA), or a foreign equivalent.
- Bachelor's degree or higher from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation or a foreign Equivalent.
- Experience and understanding of evidence-based treatment delivery practices.
- Professional experience using OMNI/SharePoint or other offender tracking systems.
- Experience within DOC environment.
- Two years of supervisory experience in the Substance Use Disorder field.
- Must meet all requirements as an Approved Supervisor of Substance Use Disorder Professionals/Trainees.
