Position : Supervising Departmental Analyst - Full Time

Compensation

The estimated pay for this position is $31.5710 to $42.4288 per hour . The rates shown include a 6% premium pay (base= $-$ plus 6%). This reflects only a portion of the total compensation package for this position. Additional compensation may be available for this role through differentials, incentives, and bonuses. In addition, this position may be eligible for participation and company contributions into the Kern County Employees’ Retirement Plan.

Distinguishing Characteristics:

This is the supervisory level of the departmental analyst series. The Supervising Departmental Analyst is distinguished from the Departmental Analyst in that incumbents must have full supervisory authority over two or more staff in the Analyst series and may supervise other staff as assigned. Incumbents are expected to demonstrate an advanced degree of independent judgment, decision making and initiative in representing the department.

Essential Functions :

• Supervises professional and support staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; and making hiring, termination and disciplinary recommendations.
• Supervises staff and coordinates in preparing grant proposals and requests for proposals to include researching, compiling, composing and formatting responses and applications. Administers grant funding programs.
• Supervises staff in analyzing a variety of information such as legislation, proposals, budgets, expenditures, documents, etc. Conducts analysis on the most complex or highly sensitive projects.
• Supervises staff in conducting studies to include determining scope, planning, organizing, compiling, analyzing, and making recommendations.
• Provides technical assistance and guidance in area of expertise; serves as a subject matter expert.
• Serves as a liaison to other units of government, departments, agencies, customers, etc. Reviews and recommends allocation of positions, funding appropriations and program functions.
• Participates in and/or chairs committees, meetings and task forces.
• Supervises staff in negotiating agreements and contracts; negotiates highly sensitive agreements and contracts.
• Develops, administers, coordinates and evaluates programs/projects.

Essential Functions (continued) :

• Develops, recommends and coordinates policy making between departments, the public and the private sector.
• Prepares and gives presentations on studies and projects.

Other Functions :

• Performs other duties of similar nature or level as required.

Employment Standards :

Bachelors Degree in Business Administration or a related field and four years of progressively responsible analytical or financial experience; or, an equivalent combination of education and experience sufficient to obtain the knowledge and skill to successfully perform the essential duties of the job.

Knowledge of :

Statistical methodology; research techniques; report writing techniques; budgeting principles; conflict resolution techniques; supervisory principles; and, applicable laws, rules, regulations and policies.

Skill in :

Monitoring and evaluating staff; implementing team building techniques; conducting research; researching on the internet; performing mathematical calculations; reading and interpreting legislation and regulations; using computers and related software applications; preparing reports, charts, graphs and other presentation materials; solving complex problems; performing critical analysis; balancing multiple projects; technical business writing; managing projects/studies; preparing and giving presentations; negotiating; and, communicating both orally and in writing sufficient to exchange or convey information and to receive work direction.
