Senior Capture Manager

We are seeking an experienced Senior Capture Manager to lead the pursuit of strategic federal contracting opportunities within the civilian healthcare market. This individual will be responsible for managing capture activities throughout the business development lifecycle, from early opportunity identification and customer engagement through proposal submission and contract award. The ideal candidate is a strategic thinker who excels at building relationships, developing winning capture strategies, and coordinating cross‑functional teams to secure complex federal technology and professional services contracts. This role requires strong leadership, collaboration, and the ability to manage multiple high‑value pursuits in a fast‑paced environment. Key Responsibilities Lead capture efforts for strategic federal opportunities from qualification through contract award. Develop and execute comprehensive capture strategies, including technical, management, staffing, pricing, teaming, and competitive positioning. Conduct market research, customer analysis, and competitive intelligence to identify new business opportunities and improve win probability. Establish and maintain strong relationships with federal customers, industry partners, and key stakeholders. Collaborate with business development, proposal, recruiting, contracts, finance, and operational teams to ensure capture activities remain aligned throughout the pursuit lifecycle. Support opportunity shaping through customer engagement, strategic positioning, and acquisition planning prior to solicitation release. Identify, evaluate, and negotiate teaming arrangements with subcontractors and strategic partners. Develop account growth strategies and maintain opportunity pipelines within assigned agencies. Facilitate capture reviews, gate reviews, and executive briefings to ensure pursuit readiness and executive alignment. Partner closely with proposal managers to ensure capture strategies, win themes, and discriminators are effectively incorporated into proposal submissions. Monitor acquisition trends, procurement forecasts, and competitive activity to identify emerging opportunities. Recommend and implement process improvements that strengthen capture management and business development operations. Required Qualifications Bachelor's degree or equivalent professional experience. Minimum of five years of experience supporting federal business development, capture management, or strategic growth initiatives. At least three years leading capture efforts for complex federal technology or professional services opportunities. Demonstrated success managing multiple captures simultaneously across various stages of the opportunity lifecycle. Experience leading pursuits with total contract values of $50 million or greater. Strong understanding of the federal procurement process, including capture planning, proposal development, and customer engagement. Excellent communication, presentation, negotiation, and relationship‑building skills. Ability to lead diverse cross‑functional teams and influence stakeholders at all organizational levels. Preferred Qualifications Experience supporting federal healthcare agencies, including the Centers for Medicare & Medicaid Services (CMS), or other Health and Human Services organizations. Proven ability to develop effective win strategies for highly competitive opportunities with evolving or ambiguous requirements. Track record of contributing to sustained organic business growth. Strong strategic planning, analytical, and decision‑making capabilities. Experience building executive‑level customer and industry relationships.
