Job Description and Duties

Under the direction of the Assistant Executive Officer and may receive direction and assignments from the Executive Officer of the Board of Pharmacy. The CEA A - Chief of Legislation, Policy, and Public Affairs is responsible for developing and managing the California Board of Pharmacy’s legislative affairs.

Special Requirements

Conflict of Interest
This position is subject to Title 16, section 3830 of the California Code of Regulations, the Department of Consumer Affairs’ Conflict of Interest Regulations. The incumbent is required to submit a Statement of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1st, and within 30 days of leaving office.

Criminal Offender Record Information
Title 11, Section 703(d) of the California Code of Regulations requires criminal record checks of all personnel who have access to Criminal Offender Record Information (CORI). Pursuant to this requirement, applicants for this position will be required to submit fingerprints to the Department of Justice and be cleared before hiring. In accordance to DCA’s (CORI) procedures, clearance shall be maintained while employed in a CORI-designated position. Additionally, the position routinely works with sensitive and confidential issues and/or materials and is expected to maintain the privacy and confidentiality of documents and topics pertaining to individuals or to sensitive program matters at all times.

1. Legislation - Analyzing, planning, organizing, and coordinating the analysis of legislative bills, legislative studies, legislative processes, and new regulations, including experience with federal and state law governing the practice of pharmacy and drug distribution with significant impact; identifying the need for legislation; recommending alternatives, and strategies for potential legislative proposals and legislative language. Developing technical reports, surveys, studies and handling special projects.

2. Policy Development and Implementation - Interpreting, evaluating, improving, amending, developing, recommending, and implementing policies, procedures, and regulations consistent with departmental and administrative goals, objectives, and/or change in practice. Developing outreach strategies to communicate legislative priorities and resources needed for legislation implementation.

3. Program Management - Managing diverse activities, including planning, organizing, and directing program operations; strategic planning, providing guidance on legislation, policy, regulation and/or public affairs issues; leadership; supervision; and management accountability. Identifying inefficient and ineffective program operations and working to develop solutions, implement changes, and updating policy and procedures.

4. Collaboration and Communication - Communicating effectively with persons at all levels and serving as a representative for a program. Meeting regularly and working collaboratively with legislators and legislative staff; preparing reports and delivering presentations on legislative and complex regulatory matters. Coordinating releases to media on high profile and complicated issues.
