POSITION SUMMARY:

The Technical Lead, Digital Health and AI Integration is an HQ-based role within Project HOPE's Technical Unit, reporting directly to the Chief Health Officer. The position provides technical leadership and strategic direction for Project HOPE's health informatics, digital health, and AI integration portfolio across all geographies and program areas. The Technical Lead will drive the implementation of Project HOPE's organizational strategy on digital health and AI integration, advancing the use of technology to improve program efficiency, enhance data-driven decision-making, and strengthen health outcomes across the portfolio. The role works collaboratively the senior advisor, health informatics, MEL teams, country-based informatics staff, and program teams across the Technical Unit to ensure coherence, quality, and innovation across all digital health functions. The Technical Lead serves as the organization's primary resource on health information systems, interoperability, data architecture, AI-enabled program integration, and digital health innovation, and is critical to Project HOPE's ability to deliver on data-driven awards and to strengthen its positioning in an increasingly technology-driven global health landscape.

PRINCIPAL RESPONSIBILITIES:

Strategic leadership and Digital health vision Strengthen and continuously evolve Project HOPE’s organizational digital health and AI integration strategy, ensuring alignment with global strategies on digital health, national health architectures, and evolving donor and global health data priorities Identify, evaluate, and champion the integration of AI and machine learning tools into Project HOPE’s health programs including AI-enabled surveillance (e.g. EIOS), predictive analytics for global health programs, and automated data quality assurance systems Serve as Project HOPE’s representative on health informatics and digital health innovation in external forums, technical working groups, and donor consultations Advise the Chief Health Officer on emerging digital health technologies, risks, and opportunities relevant to Project HOPE’s portfolio and strategic direction. Technical Oversight and Program Support Collaborate with Senior Advisor, Health informatics, MEL team and Country-based informatics staff to ensure quality, consistency, and strategic alignment across all digital health programming Lead technical design and oversight of health information and technology systems component across Project HOPE program portfolio ensuring interoperability and alignment with national digital health strategies Provide technical leadership on data systems supporting milestone-based award management, including real-time dashboards, automated alert systems, and expenditure to results monitoring frameworks required under DoS Fixed Award Amount (FAA) mechanisms Oversee the design and implementation of AI-enabled epidemic intelligence tools (including EIOS 2.0 integration) within Project HOPE’s GHS/HIV programs ensuring technical soundness and operational feasibility Ensure all digital health investments align with national data governance frameworks, data privacy and security regulations, and donor data management requirements Program Development and Innovation Lead or co-lead health informatics and digital health technical sections in proposals, concept notes, and Statements of interest across all Project HOPE portfolios Identify and develop funding opportunities specifically in digital health, AI integration, and health data systems Leverage and continuously improve Project HOPE’s Program Intelligence Assistance (PIA) and related technology differentiators as competitive proposal assets, working with the PDU to embed these tools across new program development processes. Build and maintain partnerships with digital health innovators, academic institutions, technology companies, and peer implementing organizations to advance Project HOPE’s AI and informatics capabilities Team and Organizational development Provide mentorship and peer technical support to country based teams, contributing to a collaborative and high performing digital health team Build organizational capacity in digital health and data literacy across TU, country teams and program staff through trainings, guidance notes, and knowledge management Contribute to TU strategic planning, portfolio review, and cross-thematic integration with GHS, Infectious diseases, RMNCH, MHPSS program areas

MINIMUM QUALIFICATIONS:

• Master's degree or higher in health informatics, computer science, public health informatics, information systems, or a related field; advanced clinical or public health qualification an advantage.
• Minimum 10 years of progressive experience in health informatics, digital health, or health data systems, with at least 3 years in a leadership or management role.
• Demonstrated expertise in health information system design, implementation, and scale-up in low- and middle-income country contexts, with strong DHIS2 proficiency required.
• Experience with AI, machine learning, or automated data analytics applied to global health programs strongly preferred.
• Demonstrated experience with U.S. Government-funded health programs and familiarity with PEPFAR, DoS/GHSD, or CDC data reporting requirements (DATIM, PHEM, HMIS).
• Strong understanding of health data interoperability standards (HL7, FHIR, OpenHIE architecture).
• Experience managing or mentoring technical staff in a matrixed, multi-country organization.
• Excellent strategic thinking, communication, and stakeholder engagement skills.
• Ability and willingness to travel internationally up to 30% of time.
