POSITION TITLE: 477 Caseworker, Eligibility

OBJECTIVE

Focusing on casework, provides casework services for all Bristol Bay resident applicants under the Workforce Development (WFD) program, including helping clients gain access to all services allowable under Federal and State regulations and develop self-sufficiency plans which support finding employment that lead clients to becoming self-sufficient.

QUALIFICATIONS

License / Certification: Current valid Alaska Driver’s License and liability insurance Clearance: Background clearance check including fingerprints Computer skills. Keyboard, MS programs, e-mail/internet. Ability to learn data entry program for case management.

COMMON JOB RESULTS FOR EACH LEVEL

Protect program integrity and client privacy by Agreeing to BBNA’s policy on confidentiality, keeping confidential information gained through employment secure, during and after this employment. Delivering services in a manner that is respectful of culture, ethical, and professional. Contribute to the overall team effort by Welcoming new and different work requirements; exploring new opportunities to add value to the organization; helping others accomplish related job results as and where needed Keep Management Informed by Recordkeeping in order to document services for funding agencies and for efficient service delivery. Casework staff will help ensure client files have all the necessary 477 self-sufficiency plan documentation and are in the proper order so accurate information can be retrieved quickly and reliably. Participating in scheduled Workforce Department team meetings. Producing a monthly activity report. Travel in and out of region by Traveling for mandatory face-to-face meetings or trainings as required to provide services, participate in training or workshops and to exchange current information significant to regional, Tribal, State and Federal entities. Fully participating in a manner of professional conduct while in travel status. Ensuring that any travel is well-planned and scheduled according to BBNA policy. Monitors and improves program and service quality By Understanding the Workforce Development Department goals and objectives in addition to Individual program goals and objectives to participate in measuring whether those goals and objectives are being met by clients utilizing BBNA Workforce Department services. REPORTS TO: Deputy Director 477 CASEWORKER, Level I Focusing on casework, collaborate directly with clients and program staff to create self-sufficiency plans. Introduction to casework by performing a minimal load of casework with close supervision. Caseload may be increased with experience as skills develop. Achieves Program Goals and Objectives By Receiving training on PL102-477 Workforce Development rules, regulations, and procedures. Identifying, contacting, and assisting Workforce clients with plans Assist clients with gathering necessary documentation that will lead to employment (i.e., Driver’s License, Social Security cards for all household members, Birth certificates, Tribal ID, etc.) Collaborating directly with participants to assist in understanding their roles and responsibilities in the program. Helping participants complete paperwork for all 477 services and other programs for which they may be eligible that are outside of BBNA WFD Assisting all participants to progress in their self-sufficiency plan through client contacts and notices Working to become familiar with Bristol Bay area, people, and cultures with an understanding of the social and cultural needs of Native communities Managing a case load of 1-15 clients Work to become proficient in tracking and documenting client progress in their 477-plan Learning resources outside of BBNA that can assist clients with reaching self-sufficiency Working to meet timelines Working to become familiar with the WFD database Keeps Management Informed by Ensuring that client database has all the necessary documentation and are in the proper order so accurate information can be retrieved quickly and reliably. Preparing a comprehensive monthly report Participating in development of program goals and objectives for the department. 477 CASEWORKER, Level II Focusing on casework, collaborate directly with clients and program staff to create self-sufficiency plans. Performs casework duties with limited supervision. Caseload may be increased with experience as skills develop. Achieves Program Goals and Objectives By Understanding and becoming proficient in the Tribal TANF and P.L. 102-477 programs and sub program’s regulations, policies, and procedures. Applying federal and/or state regulations in daily program activities by entering case management data into the Workforce Development dept. software system and maintaining both electronic & hardcopy files of proper documentation of client services. Cross training with other Workforce team positions. Understanding the connections within the PL 102.477 programs and how clients gain self-sufficiency by utilizing BBNA WFD 477 Services Using professional interview and investigative techniques to assess situations in a respectful and culturally appropriate manner. Using diplomacy, tact, and respect in communications with participants and managing difficult situations in a professional manner. Identifying, contacting, and assisting Workforce clients with self-sufficiency plans Helping participants complete paperwork for all 477 services and other programs for which they may be eligible that are outside of BBNA WFD Ensuring all clients have a 477-plan entered into the database within 30-day of an eligibility determination Having a familiarity with Bristol Bay area, people, and cultures with an understanding of the social and cultural needs of the Native community. Proficient in tracking and documenting client progress in their 477-plan Accompany staff on home visits Utilizing resources outside of BBNA to assist clients with self-sufficiency Managing a case load of 15-30 clients Being familiar with the WFD database Keeps Management Informed by Ensuring that client database has all the necessary documentation and are in the proper order so accurate information can be retrieved quickly and reliably. Preparing a comprehensive monthly report Participating in development of program goals and objectives for the department. 477 CASEWORKER, Level III Focusing on casework, collaborate directly with clients and program staff to create self-sufficiency plans. Performs casework duties with limited supervision and can assist new staff with questions. Performs casework duties with limited to no supervision while operating a full case load. Achieves Program Goals and Objectives by Understand and be proficient in the Tribal TANF and P.L. 102-477 programs and sub program’s regulations, policies, and procedures. 477 CASEWORKER, LEVEL IV

Provide leadership to 477 casework staff while continuing to provide direct client services to individuals who are eligible for services with a focus on ensuring the timely processing of self-sufficiency plans, tracking client progress, complete FTANF reports, assisting staff in resolving client concerns, assist in new hire training, and complete monthly, quarterly, and annual reporting, as needed. Achieves Program Goals and Objectives By Utilizing knowledge of Tribal TANF and P.L. 102-477 programs and sub program’s regulations, policies, and procedures. Having a familiarity with Bristol Bay area, people, and cultures with an understanding of the social and cultural needs of the Native community. Reviewing cases to ensure all documentation exists in case file. Ensuring all applications are complete within a 30-day timeframe. Ensuring Family Self Sufficiency Plans for TANF participants are developed within a timely manner. Reviewing case files assigned to Case Workers and identifying any errors. Performing home visits to strengthen and document decisions made by staff or correct errors by gathering additional information about surrounding circumstances and evaluating situations against regulatory requirements. Processing recoupments. Acting as a fraud investigator when needed including home visits in cases of suspected fraud. Helping staff to interpreting and clarifying policy and program changes. Using professional interview and investigative techniques to assess situations in a respectful and culturally appropriate manner. Using diplomacy, tact, and respect in communications with participants and managing difficult situations in a professional manner. Mediating disputes and responding to applicant/recipient complaints. Knowing available community resources and services and possible applications to an individual’s situation. Analyzing and classifying types of employment, income resources, expenses and other variables surrounding a household composition. Understanding grievance and appeals procedures and providing all information and background related to a participant’s case. Ensuring the participant application process is easily accessible with coordination at all levels. Manages a full case load of 30-60 clients that consists of complex cases Direct Casework staff for home visits Works to identify resources outside of BBNA that can assist clients with reaching self-sufficiency Coordinate community events and assign staff participants Utilizing extensive knowledge of the WFD database to track data and submit reports Keeps Management Informed by Accessing the WFD database system on a monthly basis to review work activity participation and correct any errors prior to submission to Division Manager. Ensuring the Division Manager and Dept. Director are informed of major changes or problems which may impact service delivery. Assisting with required reports monthly, quarterly, and annual reporting to BBNA and outside agencies Providing periodic written documents and program reports for assisting in grant administration when directed to do so Maintaining a records retrieval system for data tracking and documenting activity. Accomplishes staff results by Participating in staff planning and staff selection process Motivating staff towards excellence. Ensuring systems are in place for training / developing staff to assure services are delivered in an efficient and professional manner.
