The IC5 Subcontract Program Manager Sr Stf position offers high‑potential program managers, engineers, operations leaders, and subcontract managers the chance to expand their skillset to include subcontractor proposal management, negotiations, and portfolio execution, preparing them for a future program manager role. Who you are You internalize that an SPM plays a dual leadership role, initiating and compelling the supplier and the program to meet commitments. You are comfortable balancing risk between LM and subcontractors during negotiations and execution to deliver an efficient custom solution. You understand how to use LM and supplier schedules, requirements, and exchange information to push each party to drive program execution. You are a strategic, pro‑active leader with deep experience in subcontract management, supplier performance, proposal support, and supplier negotiations, or a technical leader with proven background creating clarity with vision and strategy communicated at all levels. You mentor in programmatic, contractual, and/or technical realms with patience, professionalism, and a growth mindset. The work As a Subcontract Program Manager Sr Stf you will oversee all cost, schedule, and technical performance aspects of our subcontractors and suppliers. You will lead the Subcontract Management Team (SMT) and ensure that every aspect of subcontract management – from RFP to delivery – aligns with program objectives and performance goals. Your leadership will drive collaboration between Subcontract Managers, Subcontract Administrators, engineering, specialties, and suppliers to ensure compliant execution within cost and schedule constraints. Key Responsibilities Lead the SMT to develop and maintain a consistent business rhythm, ensuring that cost, schedule, and technical objectives are met. Oversee the end‑to‑end subcontracting process, including RFP activities, negotiations, awards, and performance management. Ensure subcontractor performance aligns with program specifications, including cost, schedule, quality, and earned value requirements. Manage and release deliverables, including Statements of Work (SOWs) and Subcontract Data Requirements Lists (SDRLs). Lead programmatic and technical meetings with subcontractors and internal engineering teams, fostering clear communication and accountability. Identify, forecast, and resolve issues impacting subcontractor performance, ensuring continuous progress and delivery. Basic Qualifications 10+ years experience in Subcontract Management, Program Management, or a technical field such as engineering or production. Supply Chain Professionals: Experience managing >$20M subcontractors and negotiating >$100M subcontractors. Technical Professionals: Experience in the development, production, or maintenance of hardware. Willing and able to travel to suppliers on short notice, primarily domestic and occasionally international. Travel may increase to 50‑75% of workdays if needed. Examples of customer commendation or recognition for impact on missions and key strategic priorities. US Citizen with current US TOP SECRET/SCI clearance, able to maintain clearance, and able to pass a drug and background check. Desired Skills Proven ability to operate in fast‑paced competitive environments with high pressure and maintain composure and focus. Advanced understanding of subcontract lifecycle processes, procedures, negotiation, and management across programmatic and technical disciplines. Ability to work without appreciable direction, assess, interpret cost/schedule/technical data and risks, and implement communication of strategic execution plans. Experience managing complex assignments and exercising considerable latitude to accomplish objectives. Experience scaling engineering or manufacturing processes from prototype to production, contributing to sustainment strategy. Leadership that inspires and coaches the team to make effective decisions within a cross‑functional, accountable environment. Proficiency in communicating at all levels, including occasional executive and end‑customer interaction. Experience managing a portfolio of Complexity Level 2 & 3, with occasional Level 1 suppliers and significant NRE and contract types. Experience in global supply chain strategic initiatives. Engineering: Certified Principal Engineer or Responsible Subsystem Engineer, deep understanding of requirements language, flowdowns, and mission assurance. Supply Chain: Experience with Commercial Acquisition Procedures (CAP) and Lockheed Martin Acquisition Policies (LMAP); knowledgeable of Truth in Negotiation Act (TINA); legal contracts SME; Cost Account Manager.
