Abacus Technology is seeking a Cost Analyst to provide estimating and budget support for the Command, Control, Communication, Intelligence and Networks (C3I&N) Directorate at Hanscom AFB. This is a full-time position. Responsibilities include managing, overseeing, or performing scientific work that involves designing, developing, and adapting mathematical, statistical, econometric, and other scientific methods and techniques. Additionally, the role involves analyzing management problems and providing advice and insight about the probable effects of alternative solutions to these problems. The Cost Analyst will also analyze contractor financial data using EVM measures of merit to determine program viability with respect to cost, schedule, and performance.

Qualifications include 3+ years experience in cost estimating and analysis including at least 3 years in a DoD environment. A Bachelor's degree in a related field is required. Additional years of experience may be substituted for degree requirements. The candidate must demonstrate competence in the rigorous methods of scientific inquiry and analysis. Professional knowledge of, and skill in applying a wide range of theories, concepts, and methods of analytical, mathematical, or statistical principles and practices to military weapons programs is mandatory. Familiarity with routine cost estimating methods such as analogy, engineering or scientific methodology, and extrapolation is required. Knowledge of cost estimating outputs to assess the impact various factors have on the costs to design, research, develop, operate, maintain, and dispose of a particular weapon system is essential. Understanding of the most appropriate phase of the budgetary cycle for initiating new programs is necessary. The ability to analyze all elements affecting costs for a project of limited scope and use the Automated Cost Estimating Integrated Tools (ACEIT) Suite to perform all program office estimates and analyzes is mandatory. Experience with analytical processes, such as setting up the problem, conducting background research, collecting and reducing data, displaying data for analysis, formulating mathematical expressions, and drawing conclusions is required. Comfortable interacting with all levels of an organization and presenting or briefing government stakeholders and program management is essential. The candidate must be a US citizen and hold a current Secret clearance. The projected compensation range for this position is $123,400-$140,500.
