Under general supervision, the 3233 Marina Associate Manager assists the Harbormaster and is responsible for the following duties: Responsibilities Supervises, trains, evaluates, schedules, and directs 3232 Marina Assistants engaged in facility maintenance, infrastructure and waterfront upkeep, marina operations, and harbor security monitoring. Inspects completed work to ensure compliance with established standards, safety regulations, and operational procedures. Performs maintenance work as needed to support the efficient operation and maintenance of marina facilities. Oversees daily marina operations and coordinates maintenance and repair of marina structures, docks, gangways, utilities, and related facilities. Identifies major safety hazards and repair needs and informs the Harbormaster to ensure timely corrective action. Maintains marina operations and maintenance guides, security manuals, and related operational documentation. Enforces and interprets applicable laws, regulations, departmental rules, policies, and procedures governing the marina and related facilities for boaters, the public, and staff. Maintains operational records, including incident reports, maintenance records, vessel surveys, regulatory logs, inspection reports, training records, timesheets, and performance evaluations. Prepares purchase orders and monitors the inventory of supplies, materials, and equipment. Assists the Harbormaster with administrative functions, including operational planning, capital improvement project coordination, and the operation, use, maintenance, safety, and security of the marina, waterfront facilities, and related equipment. Assists with the implementation of harbor policies, procedures, and operational improvements to enhance customer service, promote safety, improve operational efficiency, and revenue-generating activities. Oversees environmental compliance, fire prevention, marina safety, hazardous materials management, security, and asset protection programs for marina facilities and berthed vessels. Responds to, assists with, and may direct emergency response, search and rescue, lifesaving, and first aid operations in the waters adjacent to the marina. Establishes and maintains effective working relationships with the public, berth holders, commercial operators, community groups, and other organizations. Responds to inquiries and complaints and provides information regarding safe boating practices, tides, currents, weather conditions, applicable state and federal boating laws and regulations, and marina rules, regulations, and ordinances governing marina operations. Interprets and explains applicable laws, regulations, departmental rules, policies, tariffs, and procedures governing the use of the marina and related facilities to boaters, members of the fishing industry, the public, and staff. Reports violations to the appropriate enforcement or regulatory authority. Operates small craft and motor vehicles in support of emergency response, inspections, interoffice travel, and other harbor operational activities. May serve as Acting Harbormaster in the Harbormaster's absence. May prepare and present reports to the Port Commission and represent the Port at public meetings. Experience and Licenses Two (2) years of experience in the administration and maintenance of a marina, yacht harbor, or equivalent; AND Licensure and Certification: Possession of a valid California driver's license (to be presented at time of appointment). Employees must be insurable under the Port's automobile liability insurance. Insurability must be maintained throughout employment; AND Possession of a valid Standard First Aid Certificate (SFA) or equivalent; AND Possession of a valid Basic Water or Lifeguard Certificate (must be obtained within four (4) months from date of hire). Supplemental information: Some departments may require additional certificates and licenses within six (6) months from date of hire: Federal Communications Commission restricted radio operator, cardiopulmonary resuscitation (CPR), automated external defibrillator (AED), and California Boater Card. Working Conditions Incumbents may be required to work shifts, weekends and holidays; operate marina patrol boats while performing security maintenance or towing duties; swim in deep water; administer CPR and first aid; work in adverse weather conditions; and lift up to 50 lbs. Desirable Qualifications The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring. The Ideal Candidate Will Have Knowledge of marina environmental and regulatory rules and procedures. Experience supervising a maintenance team and hazardous waste management experience. Maritime legal and risk management experience. Strong customer service skills. Transportation Worker Identification Credential (TWIC) Card.
