This position will be filled as an Analyst I or Analyst II depending upon the qualifications of the selected candidate.

The salary range for Analyst I: $64,933 - $87,602 annualized (42/L)

Candidate hired as an Analyst I will be paid on the Analyst I salary range

The Salary range for Analyst II: $73,053 -$98,598 annualized (42/H)

JOB SUMMARY


The Human Resource Analyst performs a wide variety of duties to facilitate and support the District's Human Resources operations which include employee recruitment, selection, hiring, training, compensation practices, job evaluation, position management, benefits, employee relations, retention, and terminations.

MINIMUM REQUIRED QUALIFICATIONS FOR ANALYST I


All positions require selected candidates to be fingerprinted and successfully pass a criminal background check. Additional minimum required qualifications for this position are:

  1. 5 years of relevant experience in human resources. Relevant experience is full-time work in an organization's human resources department performing direct human resources functions (recruiting, hiring, employee relations, benefits, leave etc.)
  2. Intermediate experience and proficiency using Microsoft Office Suite (Word, Excel, PowerPoint, Access, Outlook, Teams, Office 365) and data-based software programs
  3. Speak, read, write, present professionally, analyze, understand, and interpret written and verbal communications in English
MINIMUM REQUIRED QUALIFICATIONS FOR ANALYST II
  1. Bachelor's degree in human resources or a related field (business management, etc.)
  2. 3 years of job-related experience. Relevant experience is full-time work in an organization's human resources department performing direct human resources functions (recruiting, hiring, employee relations, benefits, leave, etc.).
  3. Intermediate experience and proficiency using Microsoft Office Suite (Word, Excel, PowerPoint, Access, Outlook, Teams, Office 365) and data-based software programs
  4. Speak, read, write, present professionally, analyze, understand, and interpret written and verbal communications in English
PREFERRED QUALIFICATIONS


These are examples of skills and experience that the best qualified candidates may have. Not having one or all of them does not disqualify any candidate from consideration.
  1. Master's degree in human resources or related field (MBA, Organizational Development, etc.)
  2. Experience supervising multiple direct reports
  3. Experience in a mid-level HR role (generalist, business partner, analyst, assistant manager, manager, etc.)
  4. Experience processing leave requests, including leave under the FMLA
  5. Experience performing Human Resources functions at a K-12, education, or other government entity
  6. Experience performing Human Resource functions for an employer that engages in collective bargaining in an active union environment
  7. Experience performing Human Resources functions at an organization with multiple sites
  8. Human Resource Certification, such as SPHR, PHR, SHRM-SCP, SHRM-CP, etc.
  9. Experience using Kronos, Business Plus, PowerSchool Applicant Tracking, or other HRIS, payroll and timekeeping software
  10. Spanish or other language proficiency, including ability to read, write, speak, and understand
ESSENTIAL FUNCTIONS & RESPONSIBILITIES
  1. Oversee recruitment, selection, and hiring processes, such as: preparing job descriptions, advertising open positions, job analysis, reviewing and screening applications, developing screening instruments, scheduling interviews, ensuring district hiring processes are followed, salary placement, employment contract offers, collection of onboarding and other required documentation, position classification, employment support, new hire orientation, training, etc.
  2. Supervise and provide leadership and guidance to HRS Specialists assigned to the education support professionals' team, including workload assignments, training, evaluations, performance management, monitoring quality and quantity of work, scheduling time off, providing technical assistance and training, coaching, employee relations, time approval, etc.
  3. Oversee the district's unemployment claims, respond to requests for information, collect and provide evidence and documentation as appropriate, testify at unemployment hearings, and attend related meetings
  4. Oversee the district's drug testing program, including working with the MRO and the district's testing site to administer the district's DOT random pool and reasonable suspicion drug tests. Enter appropriate reports into the DOT clearinghouse, collaborate with the transportation and other departments as needed to facilitate testing, etc.
  5. Administer Family and Medical Leave Act (FMLA) requests and requests for leave without pay in accordance with Federal, State and district regulations, policies and requirements
  6. Research and analyze HRS best practices based on relevant data and district needs, such as: staffing projections, attendance, salary placement, hiring trends, turnover rates, relevant policies, laws, data, and regulations to make recommendations and develop and implement effective and efficient HRS practices
  7. Communicate complex information effectively with diverse individuals and groups of people while maintaining confidentiality and building positive working relationships with employees, and stakeholders
  8. Provide support and assistance to administrators, hiring managers, and supervisors using telephone, electronic, and in-person communications. Build collaborative and productive working relationships with hiring managers, supervisors and colleagues
  9. Present information and training on a variety of human resource topics, including written agreements, district policies & procedures, leave regulations, etc., to encourage and facilitate a compliant work environment
  10. Participate in meetings, workshops, seminars, project groups, etc., as assigned to complete assigned projects, work duties, and to convey or gather information
  11. Respond to written and verbal inquiries from internal and external sources to resolve problems, provide information and reference to appropriate personnel, identify relevant issues, and make recommendations for resolution
  12. Prepare and maintain a wide variety of written materials and confidential personnel records (e.g., reports, memos, letters, interview questions, job descriptions, etc.) to document activities, provide written reference, comply with processes and legal requirements, convey information, and ensure collection of appropriate documentation of employment transactions
  13. Collaborate with department HR Analysts and other personnel to facilitate the annual fiscal roll process to accurately enter annual pay adjustments, calendar updates, annual stipends, new positions, and other system and process requirements
  14. Work closely with the payroll department to ensure that employee final checks, stipends, incentives, and other compensation items are processed accurately and in a timely manner
  15. Consult and collaborate with outside agencies (e.g., drug testing provider, unemployment insurance vendor, Utah State Risk Management, industrial medical clinic, workers' compensation third party administrator, etc.) to coordinate services and collect relevant information and documentation
  16. Implement personnel policies, programs, and services as needed to support fair and equitable hiring processes, updated practices, and district initiatives
  17. Analyze, summarize, interpret, and review data to make appropriate HR recommendations
  18. Attend department and district meetings as needed to support district HR functions
  19. Develop and deliver professional presentations, training, and instruction to staff, leadership, or the general public
  20. Work under limited supervision, utilizing time-management and prioritization strategies while accurately processing detailed information and meeting deadlines
  21. Adapt to changing work priorities and work with frequent interruptions, as required
  22. Maintain regular and predictable attendance to fulfill job requirements efficiently and effectively
  23. Perform other related duties as assigned to ensure the efficient and effective functioning of the work unit
