Job Description and Duties
The California Department of Insurance (CDI), Administration and Licensing Services Branch (ALSB), is looking for a C.E.A, Level C, to serve as our Deputy Commissioner!
Under the general direction of the Chief Deputy Insurance Commissioner, the Deputy Commissioner (DC), ALSB, functions as a member of the Executive team and is responsible for the development, implementation, administration and assessment of a wide range of administrative functions, processes, and policies throughout the Department including short-term and long-term planning for facilities, budgeting, information technology, human resources, procurement, and licensing, as well as providing recommendations to the Commissioner and the Executive team about administrative and budget policies and decisions. The DC organizes and directs the Financial Business Management Division (FBMD), the Human Resources Management Division (HRMD), the Information Technology Division (ITD), and the Licensing Services Division (LSD). Additionally, the DC partners with the Office of Civil Rights (OCR), the Organizational Accountability Office (OAO), and the Office of Strategic Planning and Initiatives (OSPI).
Occasional travel may be required within and/or outside the state of California via private or public transportation (i.e., automobile, airplane, etc.) and may include overnight stay.
This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete a Statement of Economic Interest (Form 700), which includes an Assuming Office filing within 30 days of appointment, annual filings, and a Leaving Office filing within 30 days of physical separation. Failure to comply with the Conflict of Interest Code requirements may result in voiding the appointment.
Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program (PLP) 2025 and related Pay Differential 386. PLP 2025 requires employees to receive a reduction in pay in exchange for monthly hours of PLP 2025 leave credits. Working Conditions
- Eligible for telework in accordance with CDI’s Telework policy. Teleworking employees may be required to report to their headquarters office location on designated telework days. Travel expenses are not reimbursed, however other authorized transit subsidies do exist for those who qualify.
- Work in a high-rise office building in an open space environment (e.g., artificial lighting, controlled temperature).
- Daily use of computer keyboard, mouse, camera for virtual meetings, standard office equipment, telephone, and related software applications at a workstation.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Proven commitment to creating a work environment that celebrates diverse backgrounds, cultures, and personal experiences.
•Executive-level leadership experience overseeing large, complex administrative operations, including organizational management, operations, budgeting, human resources, information technology, and licensing services.
• Demonstrated ability to lead multi-division teams and achieve organizational goals through effective direction of subordinate managers across diverse functional areas.
• Proven experience developing and implementing administrative policies, long-term strategic plans, and initiatives that enhance organizational efficiency and performance.
• Strong background advising executive leadership on administrative, fiscal, and licensing issues, including proactively formulating and presenting policy recommendations.
• Experience representing an organization in high-level meetings or hearings with government entities such as the Legislature, Department of Finance, Department of General Services, CalHR, Department of Technology, other oversight bodies.
• Knowledge and oversight experience related to enterprise-wide information technology infrastructure supporting business and operational needs.
• Strong understanding of state administrative requirements relating to procurement, contracts, facilities management, asset management, and complex departmental budgeting.
