FINANCIAL MANAGEMENT ANALYST

Summary You will serve as an FINANCIAL MANAGEMENT ANALYST in the FINANCIAL MANAGEMENT ACCOUNTING DEPARTMENT of COMMANDER, NAVY REGION NORTHWEST. Responsibilities You will interpret the intent of financial statutes, agency regulations, and financial management regulations to provide guidance concerning accounting, budget, and financial actions. You will explain financial laws, regulations, policies, standards, or procedures to managers, personnel, or customers. You will consolidate summary reports (e.g., monthly, quarterly, semi-annual, special reports) for use by managers in financial decision making. You will analyze financial transaction processing to determine validity of financial accounting and management reports. You will utilize current financial systems to input, analyze and correct financial data and transactions. Requirements Conditions of Employment Qualifications For the GS-12 position: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting financial and budget policies, laws and regulations to a wide audience; 2) Developing plans and objectives that that are responsive to regional goals and requirements; 3) Creating briefs and presenting training on budgeting, accounting and financial systems; 4) Evaluating financial data, policies, and procedures for effectiveness and implementation; and 5) Implementing and maintaining internal procedures and controls to ensure financial documentation meets mandated laws and regulations. For GS-11 position: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing budget data to evaluate program effectiveness; 2) Drafting reports and/or presentations to relay financial information to customers; 3) Reconciling accounts to ensure appropriate use of funds; and 4) Reviewing financial reports to ensure adherence to financial laws and regulations.
