Project ManagerThe New York State Office of Mental Health (OMH) is seeking an experienced Project Manager to manage technology projects involving new or updated systems, software, hardware, and data management across its network of clinics, hospitals, and outpatient facilities. A primary focus of this assignment is leading the rewrite of the existing ATA application to.NET, including its scheduling mechanism. The Project Manager will coordinate business, technical, architecture, infrastructure, vendor, and agency stakeholders throughout the project lifecycle.Responsibilities:Use Microsoft Word, Excel, Project, and Visio to assign work, track project status, and develop time estimates.Apply project management methodology and documentation standards to maintain project plans and manage delivery activities.Facilitate project and technical meetings, including demonstrations of application development progress.Prepare regular status reports covering project metrics, progress, risks, concerns, and mitigation activities for OMH, the Department of Budget, and other agencies as requested.Partner with the Business Analyst to elicit requirements from business owners and key stakeholders.Ensure requirements are communicated, documented, addressed, and incorporated into future project plans when approved.Coordinate test planning and testing activities with the Project Technical Lead.Serve as facilitator and primary project manager for multiple OMH business initiatives involving application implementations or infrastructure changes.Track current tasks and outstanding issues and report project status to the supervisor.Adhere to New York State project management directives and processes.Coordinate with architecture and infrastructure teams on central server, facility system, integration, and networking requirements.Manage vendor coordination from requirements gathering through implementation.Required Skills:84+ months of experience managing projects from initiation through closeout, including budgets, schedules, scope, status reports, communication plans, and quality standards.84+ months of experience serving as a project manager and liaison between a government agency or private organization and vendors from requirements gathering through implementation.60+ months of experience working with architecture and infrastructure teams to understand technical requirements for central server and facility system integration and related networking.48+ months of project management experience leading projects with direct involvement from state government stakeholders at the director level or above.36+ months of experience managing AI-related projects and engaging with vendors such as Amazon and Google.36+ months of experience managing projects involving application programming interfaces and other system-to-system data interfaces.24+ months of experience facilitating requirements sessions to ensure requirements are understood, communicated, and met.Ability to guide large teams and extensive industry experience consistent with the HBITS Expert skill level.Preferred Qualifications:Bachelor's degree.Project Management Professional (PMP) certification.
