Summary You will serve as a INTERDISCIPLINARY ENGINEER in the AIR SYSTEMS GROUP, AIR VEHICLE ENGINEERING DEPT of NAVAIRWARCENAC DIV. Responsibilities You will be review work for consistency with, and potential impact on, broad agency objectives and program goals, and for contribution to the advancement of the field. You will promote the spin-off/transfer of federally owned or originated technology, as appropriate, to state and local governments and to the private sector to help strengthen the U.S. industrial base. You will serve on panels and committees charged with future planning of agency resources. You will advise on, administers, or performs professional, scientific, or technical work concerned with engineering or architectural projects, facilities, structures, systems, processes, equipment, devices, material or methods You will be responsible for consulting with very important, high level committees and for providing technical leadership. You will operate as a subject matter expert or Project/Program manager. You will be responsible for program development and oversight of a major NAVAIR level or Command level program relating to research, development, testing, evaluation, innovation, and reengineering Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12/13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Proving to be a recognized subject matter expert in Naval Aviation-related sciences or engineering disciplines. 2) Demonstrating experience applying research and development (R&D) concepts into systems-oriented programs. 3) Integrating technologies across multiple domains and subsystems at the systems level. 4) Evidence of national or international reputation in relevant technology areas (e.g., publications, invited speaker, participation in technical panels, leadership in professional societies, etc.). 5) Demonstrated ability to lead, influence, and provide strategic direction for large-scale science and technology (S&T) programs. 6) Proven ability to communicate highly complex technical and operational concepts to diverse audiences, including senior DoD leadership, academia, and industry. 7) Experience working with government, academic, and industry partners on joint or collaborative S&T efforts. 8) Demonstrating the ability to advocate for S&T programs, secure resources, and align investments with Naval Aviation Enterprise priorities. Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
