Job Description
Under supervision, to learn methods and procedures and develop information and establish cases for the collection of current and delinquent child support payments; to interpret and apply Child Support codes, laws, and regulations; to learn to negotiate agreements for the settlement of payments owed; to maintain data and work with an on-line information system; to provide information and resolve problems in response to inquiries and complaints; and to do related work as required. This classification is a for cause, non-exempt position.
Distinguishing Characteristics
Child Support Specialist I
This is the entry and training level in the Child Support Specialist class series. Incumbents learn to evaluate delinquent and non-paying support cases, disputed paternity cases, and welfare reimbursement cases for development of appropriate actions to obtain compliance with child support requirements and court orders. This class is distinguished from Child Support Specialist II by the performance of a narrower range of duties under closer supervision. Incumbents are expected to learn work methods and procedures and develop a capacity for performing assignments with greater independence. When sufficient skills and knowledge and sound work habits have been demonstrated, an incumbent may be promoted to Child Support Specialist II.
Child Support Specialist II
This is the journey level in the Child Support Specialist class series. Incumbents evaluate delinquent and non-paying support cases, disputed paternity cases, and welfare reimbursement cases for development of appropriate actions to obtain compliance with child support requirements and court orders. They gather data from a variety of sources and use an on-line data base to develop information for legal action. This class is distinguished from Child Support Specialist I by the performance of a broader range of duties on a more independent basis

Child Support Specialist I
Learns, interprets and applies federal, state, and local codes, procedures, and rules in establishing and processing child support cases; learns to develop and analyze information for the establishment of paternity and payment requirements; develops recommendations for resolving cases; learns methods and prepares documents for filing and processing cases; ensures that case files are ready for case hearings and actions; learns and uses a variety of methods and procedures for locating absent parents; interviews witnesses and others for child support cases; contacts other agencies in locating parents and obtaining child support; learns methods and negotiates settlements for child support payments; takes appropriate actions to deal with uncooperative parents; uses a variety of methods and resources in the development and gathering of case information; monitors child support payment information to ensure compliance; initiates delinquency notices and other actions as appropriate; may initiate procedures to collect support payments from parents in other counties and states; calculates payment levels; learns and works with the on-line Child Support Enforcement (CSE) system in the performance of child support work; appears in court as needed; responds to a variety of inquiries regarding child support payments and the status of cases.
Child Support Specialist II
Interprets and applies federal, state, and local codes, procedures, and rules in establishing and processing child support cases; develops and analyzes information for the establishment of paternity and payment requirements; develops recommendations for resolving cases; prepares documents for filing and processing cases; ensures that cases files are ready for case hearings and actions; uses a variety of methods and procedures for locating absent parents; interviews witnesses and others for child support cases; contacts other agencies in locating parents and obtaining child support; negotiates settlements for child support payments; takes appropriate actions to deal with uncooperative parents; uses a variety of methods and resources in the development and gathering of case information; monitors child support payment information to insure compliance; initiates delinquency notices and other actions as appropriate; may initiate procedures to collect support payments from parents in other counties and states; calculates payment levels; learns and works with the on-line CSE system in the performance of child support work; appears in court as needed; responds to a variety of inquiries regarding child support payments and the status of cases.
Typical Qualifications
Training and Experience:
Any combination of training or experience that would provide the knowledge and skills to successfully perform the listed duties is qualifying. A typical way, but not required, to obtain the required knowledge and skills would be:
Child Support Specialist I - Two years of responsible work experience in performing a variety of administrative and office support work, including experience with interviewing and working in a public contact position.
Child Support Specialist II - One year of responsible work experience in performing family support work comparable to that of a Child Support Specialist I in Siskiyou County.
Special Requirements:
- A valid driver's license may be required at the time of appointment.
- Position may require pre-employment drug testing, physical and fingerprinting for a background investigation.
- Government agencies accessing US government information, which include federal tax information must ensure that background investigation requirements for all agency employees and contractors that have access to federal tax information are consistent to the IRS background investigation requirements for access to federal tax information. A background check may be required if the position requires access to these types of records. Background requirements consist of three components which include, fingerprinting, citizenship verification and local law enforcement checks. State agencies must conduct investigation during time of hire and ensure a reinvestigation is conducted 5 years from the date of the previous background investigation for each employee that has access to federal tax information.
