Program Compliance Monitor

Locations Main Office – 2850 N 24th St, Phoenix, AZ 85008, USA Description Southwest Human Development is Arizona’s largest nonprofit dedicated to early childhood development. The organization supports young children and their caregivers during the critical first five years of life through more than 40 programs and services that benefit over 140,000 children. Program Compliance Monitor The Program Compliance Monitor ensures program operations align with federal, state, and local regulations, supporting high‑quality, safe services for children and families. Responsibilities Monitor compliance with HSPPS, CACFP, Arizona licensing, and health/safety standards Conduct record reviews, audits, and on‑site visits Identify areas of non‑compliance and provide technical assistance Partner with leadership to develop and implement corrective action plans Track compliance outcomes and follow up on required improvements Maintain accurate documentation and reporting Support continuous quality improvement across programs Qualifications Bachelor’s degree in Early Childhood Education, Human Services, Public Health, or a related field Minimum of two (2) years of experience in Head Start, early childhood education, childcare licensing, program monitoring, compliance, quality assurance, or a related field Working knowledge of Head Start Program Performance Standards (HSPPS), CACFP regulations, Arizona Child Care Licensing requirements, and Caring for Our Children health and safety standards Experience reviewing records, conducting audits, or monitoring activities, and maintaining compliance documentation Strong organizational skills with attention to detail and the ability to manage multiple priorities and deadlines Proficiency in Microsoft Office applications, database systems, and electronic record‑keeping Excellent written and verbal communication skills, including the ability to prepare reports and provide technical assistance to staff Ability to maintain confidentiality and exercise sound judgment when handling sensitive information Successful completion of all required background checks and meeting Head Start and Arizona licensing requirements for employment Valid AZ driver’s license and reliable transportation; able to travel to program sites as needed Valid Arizona Fingerprint Clearance Card or qualifying Arizona Level One Fingerprint Clearance Card DES Criminal Affidavit Required AZ DHS Criminal History Affidavit Required Preferred Qualifications Three or more years of experience in Head Start program monitoring, compliance, or quality assurance Experience preparing for or supporting federal Head Start reviews and state licensing inspections Knowledge of continuous quality improvement and risk assessment practices Knowledge and experience in types of adult learning Benefits Make a tangible impact on child health and development 401(k) matching, generous paid time off, and other employee benefits Opportunities for continued professional growth and development Supportive and collaborative work environment Travel Required Travel throughout Maricopa County to program sites as needed.
