Logistics Management Specialist

This is a public notice flyer for a grade (GS) 14 Logistics Management Specialist with NSMA, supporting the Office of Technology Development Support (OTDS). This position will establish and maintain the Integrated Logistics Support (ILS) for the assigned system/elements, providing support to the Program Manager and Integrated Product Team (IPT) Lead in the development and monitoring of the logistics processes and procedures as well as execution of the various supportability teams. KEY RESPONSIBILITIES Responsible for the development, revision, and up-to-date maintenance of ILS policy and procedures for the Navy state‑of‑the‑art R&D program. Closely coordinates and supervises the efforts of Navy Laboratories, contractors, Systems Commands, and Navy and Defense System Support Structures. Plans and performs the following logistics functions for state‑of‑the‑art systems over the full range of their development life cycle from concept formulation, introduction into the fleet all the way through disposal: Mission Support Requirements; Systems Assessment; Support and Maintenance Concepts; Logistics Management Team; Planning; Cost Analysis; Logistics Support Analysis; Technical Data; Supply Support; Facilities; Packaging, Handling, Storage and Transportation (PHS&T). Serves as a designated System Acquisition Manager for selected subsystems, system components, test equipment, facilities support equipment, and logistics‑related material and service. Acts as the Contracting Officer Technical Representative (COTR) for selected acquisition contracts, providing effective technical oversight and business management. QUALIFICATIONS AND SKILLS Demonstrated competence and ability to perform as a Logistics Manager through the planning, development of the 10 ILS elements of a major airborne weapons system. Detailed knowledge of the overarching DOD/DOW and DON Logistics Management policies and procedures, and the ability to incorporate them into the program planning documentation. Broad knowledge of Navy programming, budgeting, and system acquisition required to administer contracts for subsystems and test equipment, review Logistics Maintenance Plans, and establish/evaluate weapon systems reliability, maintainability, and effectiveness. Ability to carry out technical management responsibilities. Ability to communicate effectively orally and in writing. KEY ELIGIBILITY REQUIREMENTS Requirements for eligibility include, but are not limited to, the following: You must obtain and maintain a Top Secret security clearance. You must take and pass a pre‑employment drug test.
