Help

Serving as a Supervisory Criminal Investigator GS-1811-15 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Office of Professional Responsibility (OPR) under the Deputy Director (DD).

The primary purpose of this position is to serves as Supervisory Criminal Investigator (Special Agent in Charge) and provides overall planning, management, and operational supervision of criminal and administrative investigations and internal affairs activities enterprise wide.

Typical duties include:

  • Supervising and directing investigative staff consisting of Assistant Special Agents in Charge, Criminal Investigators, Special Agents, Administrative Investigators, and Program Analysts responsible for operational integrity and facility safety.
  • Overseeing criminal and administrative investigations involving felonies, misdemeanors, policy violations, federal regulation violations, internal affairs matters, and other reported incidents or crimes.
  • Ensuring investigative activities and reports comply with constitutional requirements, criminal procedures, rules of evidence, agency policies, standard operating procedures, and chain-of-custody requirements.
  • Leads strategic management, policy development, and interagency coordination for law enforcement operations, internal affairs investigations, sensitive investigations, and multi-agency investigative efforts.
  • Manages enterprise-level OPR programs and organizational leadership functions , including program performance, resource planning, personnel management, training, stakeholder coordination, and reporting to senior leadership.

  • Must be able to obtain and maintain a Top Secret/SCI (4N - Special Sensitive, High Risk) security clearance.
  • Current and former federal employees within the General Schedule (GS) must meet the time-in-grade requirements outlined in the "Qualifications" section of this announcement.
  • This is a non-bargaining unit position.
  • Required to set up direct deposit.
  • This position is eligible for situational-only telework based on agency policy. This is NOT a remote position.
  • This position is Emergency Essential required to sustain operations such as in the event of a localized emergency situation and/or to ensure Continuity of Operations for Mission Essential Functions or Primary Mission Essential Functions.
  • Travel of 25% or less may be required.
  • Overtime may be required, shift work may be required, Weekends and federal holidays may be required.
  • Required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter as long as you occupy a position that requires financial disclosure reporting.
  • This position is subject to Lautenberg Amendment. Persons convicted of misdemeanor crimes of domestic violence are prohibited from occupying this position.
  • The position will need to meet and maintain all applicable requirements to carry a firearm under 40 U.S.C. 1315. The appointment to this position of a person convicted of state or federal misdemeanor crimes of domestic violence is prohibited.
  • Required to undergo initial and random drug testing for illegal drug use. Employment is contingent upon favorable results.
  • Must be able to meet the medical requirements for the 1811, Criminal Investigation Series outlined by OPM. Will be required to complete a medical exam prior to appointment.
  • Must have completed the Criminal Investigator Training Program or other approved program at FLETC, or similar program as approved by the Secretary or Secretary's designee to being authorized to exercise the powers set forth in 40 U.S.C. 1315 (b)(2).
  • The officer has the authority to make arrests, carry firearms, serve warrants, conduct investigations, and perform other activities for the promotion of homeland security.
  • Must pass an initial pistol firearms proficiency and qualification course of fire with an approved FLETC qualification course as directed by the FLETC Deputy Director.
  • Must achieve an 80% score, which equates to 240 points out of a possible of 300 points. Will be re-certified each quarter, during the fiscal year, with a required minimum score of 240 points.
  • This position is eligible for special law enforcement retirement coverage under 5 U.S.C. § 8336(c) and 5 U.S.C. § 8412(d), commonly referred to as "6(c) coverage.

Specialized Experience: You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as: (1) Leading and managing complex criminal and administrative investigations, supervising multi-disciplinary law enforcement teams, and overseeing enterprise-level programs. (2) Directing the planning and execution of investigations involving felonies, misdemeanors, and policy violations, ensuring compliance with all legal and procedural requirements. (3) Coordinating interagency efforts, developing investigative policies, and managing sensitive cases with national security and counterintelligence implications. (4) Provided authoritative guidance to senior leadership, represented my agency in high-level forums, and ensured effective program administration, staff development, and stakeholder communication. (5) Demonstrating strong leadership, operational oversight, and the ability to manage diverse investigative and organizational responsibilities at a national level.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Physical Demands: In accordance with the Medical Requirements under the U.S. Office of Personnel Management Individual Occupational Requirements for GS-1811, Criminal Investigating Series, this position requires moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Must also be prepared to protect themselves or others from physical attacks at any time without warning, and to use firearms if the situation warrants. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Driving a vehicle may be required. Trips to other elements within the organization are routine and trips to other government agencies or contractor sites may be required. Intense concentration and performance of duties at maximum capability are required to meet deadlines. Some strenuous physical effort may be required in the performance of federal officer duties.

Work Environment: The position may be exposed to physical operations, equipment, potentially hazardous materials, threats, physical force, and other high-level risks associated with criminal and internal affairs investigations, security, and law enforcement activities to include the potential for physical altercations or the use of lethal weapons while attempting to arrest subjects. The overall environment portrayed as large, i.e. 1,500+ acre training and industrial sites with law enforcement training facilities, equipment, grounds, and field training sites. The office environment is pleasant and comfortable. The position may be exposed to hazardous materials and high-level risks in providing security and the maintenance of law and order.
