Deputy Director, Acquisition Enterprise ***EXTENDED***

Summary Deputy Director, Acquisition Enterprise IT PEO Responsibilities ADDITIONAL INFORMATION: Deputy Director, Acquisition Enterprise IT PEO (Program Executive Office) serves as the senior acquisition advisor to the PEO for Enterprise IT, leading all acquisition planning, execution, and oversight activities for the organization's portfolio of enterprise IT programs and operations. This position is responsible for developing innovative acquisition strategies, managing complex procurement activities, and ensuring effective contract execution to deliver integrated IT capabilities supporting the combat support and intelligence missions. The Acquisition Deputy translates the PEO's vision of consolidated enterprise IT delivery into executable acquisition approaches that enable technological superiority through disciplined program management and technical prowess. This position directly enables the PEO's vision of transforming enterprise IT delivery through disciplined acquisition approaches that provide secure, resilient technology solutions accelerating intelligence capabilities through technical prowess and innovative delivery. Responsibilities: * Develop comprehensive acquisition strategies for major enterprise IT programs aligned with the organization's vision of unified service delivery across infrastructure, platform, and software layers * Lead portfolio-level acquisition planning to optimize contract structures, reduce duplication, and maximize buying power across the enterprise * Coordinate with requirements, technical, and financial teams to ensure acquisition strategies are aligned with mission needs and resource constraints * Establish acquisition road-maps supporting the transformation to consolidated enterprise IT delivery models * Oversee the management and execution of enterprise IT resources and contracts * Oversee development of procurement packages including statements of work, evaluation criteria, and source selection plans * Establish frameworks for measuring and evaluating contractor performance against established metrics and deliverables * Conduct regular program and contract reviews to ensure alignment with cost, schedule, and performance objectives * Implement appropriate acquisition governance structures balancing oversight with execution efficiency; Develop and track acquisition metrics providing visibility into procurement health and effectiveness; and Lead acquisition milestone reviews ensuring programs meet requirements for advancement * Mentor and develop acquisition professionals within the PEO organization * Establish communities of practice for sharing acquisition best practices * Align acquisition approaches with Intelligence Community and Department of War standards where appropriate This is a Critical Acquisition Position (CAP) which carries significant responsibility and is defined by public law. A 3-year tenure agreement is required for the position. The selectee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirement within 24 months, unless a waiver is granted by NGA's Component Acquisition Executive (CAE), and become a member of the Defense Acquisition Corps. This is a Key Leadership Position (KLP) which carries significant responsibility, primarily involving supervisory or managerial duties in acquisition, requiring 10 years acquisition experience (4yrs of which must have been performed while assigned to a Critical Acquisition Workforce Improvement Act (DAWIA) requirement and be a member of the Defense Acquisition Corps. A waiver may be granted by NGA's Component Acquisition Executive (CAE) under certain conditions. Requirements Conditions of Employment Security Investigation SPECIAL INFO: SPECIAL REQUIREMENTS: Selection Requirements 1. Applicant selected for this position is subject to the completion of a one-year DISES trial period. (Applicants selected from outside NGA may be required to complete a two-year DCIPS trial period if they have not already done so.) 2. This position requires access to classified Defense Department and Intelligence Community information. The individual selected must already possess, or be immediately eligible for, a TOP SECRET security clearance and access to Sensitive Compartmented Information. U.S. citizenship is required for the granting of a security clearance. Successful completion of a polygraph examination is required for employment by NGA. 3. This position is covered under the Ethics in Government Act of 1978 (P.L. 95-521). Incumbent will be required to file an Executive Personnel Financial Disclosure Report (SF-278) with the NGA Office of General Counsel. 4. Employment is subject to requirements of the NGA Drug Testing Program. Qualifications MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). EDUCATION REQUIREMENT Bachelor's degree from an accredited college or university. TECHNICAL QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Demonstrated expertise in developing and implementing comprehensive acquisition strategies for complex IT programs within large-scale organizations. This includes experience leading portfolio-level acquisition planning that optimizes contract structures, consolidates procurement approaches, and maximizes organizational buying power. Candidates must show proven ability to translate organizational vision into executable acquisition roadmaps, coordinate cross-functional teams (requirements, technical, financial), and establish governance frameworks that balance oversight requirements with execution efficiency. Experience should include managing major IT acquisitions with lifecycle values exceeding $100M, developing innovative procurement approaches for emerging technologies, and implementing metrics-driven acquisition management systems that provide visibility into program health and contractor performance. 2. Extensive experience managing acquisition programs within the Defense Acquisition System or comparable federal acquisition framework, with demonstrated knowledge of Defense Acquisition Workforce Improvement Act (DAWIA) requirements, Federal Acquisition Regulation (FAR), and Intelligence Community procurement policies. This includes proven ability to oversee complex procurement packages (statements of work, evaluation criteria, source selection plans), lead acquisition milestone reviews, and ensure program compliance with cost, schedule, and performance objectives. Candidates must demonstrate experience establishing contractor performance evaluation frameworks, conducting program reviews at executive levels, and mentoring acquisition professionals. Experience should reflect progressive responsibility in Critical Acquisition Positions (CAP) or equivalent roles, with demonstrated success delivering mission-critical capabilities through disciplined acquisition approaches in dynamic, mission-focused environments. TECHNICAL QUALIFICATIONS 1. Extensive experience in federal acquisition with emphasis on information technology and services. 2. Demonstrated success in developing and executing complex acquisition strategies. 3. Experience with various contract types and acquisition approaches for IT programs In addition to the above Technical Qualifications, the below qualifications are also desired: 1. Advanced understanding of IT systems, architecture, and technologies 2. Comprehensive knowledge of federal acquisition regulations and processes 3.
