GENERAL PURPOSE: Under general supervision of the Real Estate Manager, the Real Estate Analyst will perform land acquisitions, right-of-way, purchase and sales agreements, and dedications for Capital Improvement Program (CIP) Projects, and other related duties in support of real estate needs across multiple departments. Primary Duties & Responsibilities Performs right-of-way and all real estate transactions involving commercial, industrial, and residential properties. Provides timely delivery of right-of-way and land acquisitions. Negotiates agreements with owners for the acquisition of property and property rights, obtains owner’s signatures, closes transactions, and records documents. Assist Project Managers, Engineers, and CIP staff to resolve property owner issues regarding property impacts due City projects and private development projects. Coordinates with the City Attorney to prepare/gather necessary documents for all real estate transactions, such as easements, deeds, mortgage releases, consent and other instruments in the acquisition and/or disposal of real property interests. Reviews and interprets title reports, legal descriptions, design plans, environmental reports, etc. Administers the procedures required for the acquisition of property by eminent domain and understand the condemnation process; works closely with the City Attorney to prepare necessary information about eminent domains and court hearings. Prepares City Council documents for ordinances and resolutions required for property acquisitions, easements and abandonments. Develop and make presentations to City Council, City Management, & External Stakeholders. Maintain complete and well documented real estate files. Maintain project tracking system and update within 24 hours of event. Conducts on site project meetings and inspections with property owners, appraisers, and design team. Attends and participates in public meetings. Selecting vendors, securing proposals, and initiating purchase orders for title, appraisal, survey, environmental, and other specialized services. Reviews and verifies public information related all real estate related transactions. Performs other duties as required. Minimum Qualifications Education and Experience: Bachelor’s Degree in Public Administration, Engineering, Economics, Real Estate and/or Land Management, or closely related field; three (3) years of experience in local government, right-of-way, real estate development and management, acquisition, eminent domain laws, and experience with CIP projects; and one (1) year of supervisory experience; OR an equivalent combination of education and experience. Preferred: Senior Right-of-Way Agent (SR/WA) certification by the International Right of Way Association (IRWA). Special Requirements Valid AZ Driver’s License (or ability to obtain upon relocation). Real estate licensure from the State of Arizona is preferred. Physical Demands/Work Environment Standard office environment, Field work will be required. After-hours work may be required periodically.
