Position:

Under the supervision of the Program Director, the Director of Program Operations (DPO) provides clinical leadership and oversight to the Social Services team, including Case Managers and Housing Specialists. The DPO participates in and/or leads interdisciplinary teams that may include psychologists, psychiatrists, substance abuse counselors, medical staff, government agency representatives, and other professionals committed to supporting clients in achieving self-sufficiency, community integration, and long-term housing stability.

Additionally, the DPO is responsible for implementing program activities, coordinating and/or delivering required trainings, and ensuring that all established policies and procedures are consistently followed with a high level of independence and accountability.

Responsibilities:

Lead the Social Services team in all aspects of providing services to clients.

- Communicate all contract requirements to staff.

- Identify, evaluate, and establish service linkages with community-based providers.

- Prepare for, participate in, and lead internal or client case conferences with the Department of Homeless Services (DHS).

- Provide direct supervision to case managers, housing specialists, and employment specialists (Job Coach) if applicable.

- Perform monthly reviews of case management files and take corrective actions for any deficiencies identified.

- Conduct weekly meetings to review client progress with staff.

- Implement quality assurance procedures to ensure an appropriate delivery service.

- Prepare reports and information as required.

- Ensure that all Housing and Independent Living Program (ILP) targets are met monthly according to DHS guidelines.

- Partner with Housing Specialists to identify appropriate housing resources.

- Participate in room inspections, assess client skills and activities of daily living (ADLs), and lead the team to respond appropriately and timely to any clinical concerns.

- Coordinate the admission and discharge process of shelter residents, ensuring that all required documents are completed timely.

- Enforce DHS, Office of Temporary and Disability Assistance (OTDA), and shelter rules, policies, and guidelines by proactively reaching out to and counseling clients.

- Participate in the reporting, investigation, and documentation of all significant incidents to the Shelter Director and all appropriate reporting agencies (DHS, NYPD, etc.), as required by applicable regulations and laws.

- Compile and contribute statistical data to the Shelter Director or designated personnel to support internal and external reporting requirements.

- Prepare and submit case summaries and reports both internally and to regulatory agencies.

- Respond promptly to requests for information from DHS/OTDA or any external entity, in consultation with the Shelter Director.

- Participate in weekly or bi-weekly supervision meetings with the Shelter Director, all-staff meetings, and monthly community (residential) meetings, which may occasionally extend the workday by an hour.

- Mediate conflicts between clients, staff members, or staff and residents.

- Ensure that performance evaluations for direct reports are completed and reviewed annually or at the end of the probationary period for new hires.

- Maintain organized case files and ensure that client records are accurate, current, and comply with all DHS specifications.

- Develop and revise clinical policies and procedures as necessary.

- Identify and enroll staff in appropriate training programs and conduct in-service training sessions.

- Facilitate social services staff participation in monthly community meetings.

- Conceptualize, develop, and oversee group activities designed to enhance the skills and self-esteem of program participants.

- Ensure that the Social Services Department complies with DHS/OTDA requirements.

- Conduct all staff meetings, client conferences, and housing meetings weekly or bi-weekly, or as required by the Program Director.

- Submit all reports to DHS weekly and upon request.

- Coordinate and supervise the activities of direct reporting staff.

- Provide program oversight and supervision in the absence of the Program Director.

- Perform additional duties and responsibilities as determined by the Program Director.

Work Schedule:  Full time, Monday to Friday 8:00 am - 4:00 pm or 9:00 am - 5:00 pm
