Position Summary The Mental Health Coordinator is responsible for leading and coordinating all mental health and psychosocial support (MHPSS) activities under a funded healthcare project in Gaza. The position ensures the delivery of high-quality, culturally appropriate, and evidence-based mental health services for affected populations. The Mental Health Coordinator will provide technical leadership, oversee service delivery, and strengthen local capacity for mental health care in a complex humanitarian context. This position is being advertised contingent upon award; while the recruitment process will proceed as part of organizational preparedness, no formal offer will be extended until funding is confirmed. Principal Responsibilities Strategic Leadership & Program Quality Support the development of a mental health program culture that reflects Project HOPE’s humanitarian values, promotes accountability, and ensures high-quality, ethical service delivery. Provide technical leadership on mental health and psychosocial support interventions, including community-based services, clinical mental health care, and referral systems. Ensure coordination and collaboration with local health authorities, MHPSS working groups, and partner organizations to support integrated health and protection responses. Contribute to organizational objectives through participation in strategy development, technical guidance, and policy formulation. Program Planning & Implementation Lead the planning, implementation, and supervision of mental health activities in Gaza in line with project objectives and donor requirements. Develop MHPSS workplans, activity schedules, and staffing plans in coordination with program teams. Ensure appropriate screening, case management, referral pathways, and follow-up systems are in place. Monitor service delivery indicators and quality of care and recommend corrective actions as needed. Support the integration of emergency mental health response procedures into routine program operations. Participate in proposal development and provide technical inputs related to mental health programming. Technical Oversight, Reporting & Compliance Oversee mental health services to ensure compliance with Project HOPE guidelines, donor requirements, and national mental health policies. Ensure accurate and timely mental health reporting to Gaza leadership, headquarters, and donors. Maintain effective systems for beneficiary records, clinical documentation, and confidentiality. Lead mental health assessments, monitoring visits, and quality improvement initiatives. Support donor monitoring visits and external evaluations related to mental health activities. Build capacity of mental health staff through training, mentoring, and supportive supervision. Support all MEAL procedures, including Data management, need assessment, PMTs and other tasks. Support on budget management, follow-up, and financial monitoring related to project. Provide technical guidance and support to the Logistics and Procurement department in procuring materials. Staff Management & Development Ensure appropriate staffing levels and technical competencies within the mental health team. Lead and mentor psychologists, counselors, social workers, and community outreach staff, setting clear expectations and monitoring performance. Support recruitment, onboarding, and professional development of mental health personnel. Manage staff performance through measurable objectives, continuous feedback, and fair evaluations. Promote teamwork, accountability, and continuous learning within the mental health function. Risk Management & Safeguarding Support Gaza leadership in applying a risk management approach to mental health programming. Identify clinical, ethical, and operational risks related to mental health services and ensure mitigation measures are implemented. Ensure safeguarding, protection, and accountability to affected populations are integrated into mental health services. Maintain and regularly update mental health risk registers and incident reporting mechanisms. Ensure ethical standards, confidentiality, and humanitarian principles guide all mental health interventions. Minimum Qualifications The qualified candidate will be a mental health professional psychologist, clinical social worker, psychiatrist with experience in MHPSS program coordination. A master or high diploma in mental health is a must. 7-10 of professional experience in MHPSS with at least 2 years of experience in MHPSS project management in humanitarian settings. Strong knowledge of MHPSS programming aligned with IASC Guidelines and international best practices, including integration into primary health care. Proven experience in training and capacity building of national staff. Demonstrable technical expertise in the assessment, design, and delivery of responses to pre-existing and emergency-induced MHPSS needs. Demonstrated experience managing mental health teams and supervising delivery service. Experience working with donor-funded projects. Training experience required; capacity and proven track record in national staff and capacity-building. Strong analytical, reporting, and coordination skills. Excellent interpersonal and communication skills; ability to collaborate across departments and cultures. Fluency in English and Arabic is required. Emergency deployments may be in resource-deprived environments with austere living conditions. Travel for extended periods may be by air and/or other modes of transportation. While international travel is not a regular part of every job, programmatic needs may require it intermittently.
