SPECIAL INTERNAL / EXTERNAL

TYPE OF APPOINTMENT ISSUED

This position is excluded from the Educational Officers' Bargaining Unit and will be filled as a limited‑term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.

WRITTEN EXAMINATION/ASSIGNMENT

A written examination or assignment may be administered to assess the knowledge and abilities required for this position.

RESPONSIBILITIES

Develops and manages project timelines and budgets, analyzes data, situations, documents, and facilitates meetings with department leaders, staff, and appropriate partners to plan and implement priority projects. Coordinates with the department’s project team, consultants, and partners to ensure all human resources, budget, technology, and other infrastructure components are properly aligned to meet the department’s strategic needs; reviews and revises procedures, guidelines, and policies related to priority projects for successful execution. Prepares and presents reports and presentation materials including pertinent data, findings, conclusions, and recommendations to communicate project plans, progress, and results to all stakeholders. Performs other related duties as assigned.

EDUCATION

Graduation from an accredited college or university with a bachelor’s degree in political science or business administration with coursework in public administration, management accounting, and research statistics. Desired Education: Master’s degree from an accredited college or university in public policy, human resources, or related field, including coursework in research, evaluation, and/or educational assessment.

EXPERIENCE

Four (4) years of responsible professional work experience in program planning and analysis, budgeting, and/or public administration, including at least one (1) year in an education program, agency, or system. Desired Experience: Four (4) years of professional work experience in organizational planning and/or human capital management. Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the department; substitutions can be considered for the requirement of experience in an education program, agency, or system.

KNOWLEDGE

Public administration and organization theory; management accounting; business statistics; computer‑based information systems; laws, rules, regulations, and administrative procedures pertinent to the area(s) of assignment. Desired Knowledge: Principles and practices of public relations and state budgeting; human resource law and policies; educational programs and practices sufficient to align such programs with the strategic plan.

ABILITY

Conduct studies in program planning and analysis; communicate effectively with others both orally and in writing; operate computer and other business machines. Desired Ability: Data analytics.

SALARY RANGE

EOSR‑7, $113,660 to $160,893. Department of Education certificated employees will be placed on the salary range in accordance with department regulations. All others will be placed on the first step of $113,660. NOTE Department of Education employees will be placed on the salary range in accordance with department regulations. New external applicants will be placed on the initial step of the salary range. Placement above the initial step will be based on special characteristics and critical needs of the position, an applicant’s exceptional qualifications, availability of funds, and other relevant factors. Such appointments require prior approval.

WORK YEAR AND BENEFITS

This appointment will be on a 12‑month basis with vacation and sick leave provided according to applicable regulations.
