Operations Manager - Conventional Boring & Underground Utilities

Position Summary


We are seeking an experienced Operations Manager to lead and grow a conventional boring division while overseeing the successful execution of underground utility projects. This is a hands-on leadership role requiring a strong field presence combined with project management and operational oversight. The ideal candidate will have extensive experience with conventional bores and will be responsible for improving productivity, evaluating constructability, supporting estimating efforts, and ensuring projects are delivered safely, on schedule, and within budget.


This position is primarily based in Central Texas, with occasional travel to project sites as needed.


Responsibilities

• Provide operational leadership for conventional boring and underground utility projects from preconstruction through closeout.
• Spend the majority of time in the field supporting crews, resolving issues, and ensuring projects are executed efficiently.
• Review project plans and specifications for constructability and identify potential risks before work begins.
• Develop project execution plans, schedules, and productivity goals.
• Oversee project managers, superintendents, and field crews to ensure quality, safety, and production objectives are met.
• Attend client meetings and serve as the primary point of contact throughout project execution.
• Manage project financials, including budgets, forecasting, cost tracking, pay applications, and change orders.
• Review bids and estimates to ensure accurate production rates, labor assumptions, equipment utilization, and project profitability.
• Coordinate labor, equipment, subcontractors, and materials across multiple projects.
• Mentor field personnel and help establish best practices for conventional boring operations.
• Work closely with leadership to improve operational processes, productivity, and long-term growth of the division.
• Ensure compliance with all safety regulations, company policies, and quality standards.

Qualifications

• 8+ years of experience managing underground utility construction projects.
• Strong hands-on experience with conventional boring operations required.
• Background in wet utilities, including water, sewer, and storm drain construction preferred.
• Proven success managing projects, field operations, and client relationships.
• Experience reviewing bids, estimating production, and evaluating project constructability.
• Strong understanding of project scheduling, budgeting, forecasting, and cost control.
• Ability to effectively lead field personnel while maintaining excellent communication with owners, engineers, and subcontractors.
• Proficient with construction management software and Microsoft Office.
• Valid driver's license and willingness to travel as projects require.

Preferred Experience

• Experience growing or improving a conventional boring operation.
• Knowledge of Texas municipal utility projects and public infrastructure work.
• Experience working with self-perform underground utility contractors.
