Clinical Proposal Manager

The Proposal Manager is responsible for leading the development and submission of high-quality, compliant, and competitive proposals for government and government‑funded commercial clients within the clinical research domain. This role manages the full proposal lifecycle—from capture planning through submission and post‑submission activities—ensuring alignment with operational strategy, technical solutions, and budget requirements. The individual collaborates cross‑functionally with business development, strategic leads, subject matter experts, and senior leadership to produce compelling client‑focused proposals. Key Responsibilities Act as the central point of contact for assigned proposals. Develop and manage proposal timelines, schedules, and deliverables. Conduct regular status meetings and ensure deadlines are met. Analyze Requests for Proposals (RFPs), Requests for Information (RFIs), and other solicitation documents. Develop response strategies aligned with client requirements and organizational capabilities. Create detailed proposal plans, including compliance matrices and content outlines. Proposal Development & Writing Research, write, edit, and review proposal content. Translate complex technical and scientific information into clear, client‑friendly language. Ensure proposals are compelling, compliant, and aligned with win strategies. Develop supporting documents such as: Organizational charts Technical approaches Operational plans Cross‑functional Coordination Coordinate inputs from internal stakeholders and external partners. Ensure consistency, accuracy, and completeness of all proposal sections. Work closely with finance teams to align proposals with budgets and pricing strategies. Submission & Post‑Submission Activities Oversee final proposal production and submission. Support post‑submission activities including: Oral presentations Best and Final Offer (BAFO) responses Clarifications and negotiations with clients Act as backup to strategic lead when required. Qualifications Education Bachelor’s degree or equivalent in a relevant field (e.g., Life Sciences, Business, Project Management). Experience 3–5 years of experience in government proposal management or related roles. Experience in clinical research, public health services, or government contracting preferred. Project & Strategic Skills Strong project management capabilities with the ability to handle multiple proposals simultaneously. Financial understanding related to budgeting and pricing strategies. Strategic thinking and decision‑making skills. Communication & Writing Excellent written and verbal communication skills in English. Advanced editing and proofreading abilities. Ability to simplify complex scientific or technical concepts. Technical & Industry Knowledge Understanding of clinical development processes and regulatory requirements. Familiarity with government procurement processes (RFPs, RFIs, SSNs). Knowledge across therapeutic areas is a plus. Interpersonal Skills Strong stakeholder management and collaboration skills. Ability to work with senior leadership and cross‑functional teams. Negotiation and problem‑solving abilities. Tools & Systems Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). Experience with proposal management tools is an advantage.
