*REPOST* Director, Policy and Training HUMAN SERVICE ADMINISTRATOR III

Position: Director, Policy and Training As Director, Policy and Training the successful candidate will direct, review, analyze, interpret, develop, and implement all policy, regulations, legislation, communications, publications, forms, and training efforts administered by the Child Support Administration (CSA). The role involves overseeing the development and design of training materials across classroom, web‑based, video‑conferencing, and workshop formats, working closely with CSA staff at central, metro (including Baltimore City), and local offices of child support. Location of Position Maryland Department of Human Services, Child Support Administration, 25 S. Charles Street, Baltimore, MD 21201. Main Purpose of Job Directs the development, implementation, and maintenance of up‑to‑date legislation, regulations, policy, and training for all CSA programs, and maintains accurate, federally approved state plans and amendments for the Maryland child support program in the federal Office of Child Support Services. Interprets federal/state laws to create written regulations, policies, and procedures in collaboration with other DHS agencies to administer public assistance programs. Ensures the Maryland Child Support Guidelines are reviewed every four years as required by federal regulation. Position Duties Directs the development, implementation, and maintenance of up‑to‑date legislation, regulations, policy, and training for all CSA programs. Directs the maintenance of current, accurate, and federally approved state plan and amendments for the Maryland child support program on file with the federal Office of Child Support Services. Interprets federal/state laws, developing written regulations, policies and procedures for working with other DHS agencies to administer public assistance programs in Maryland. Ensures the Maryland Child Support Guidelines are reviewed every four years as required by federal regulation. Minimum Qualifications Education: A Bachelor’s degree from an accredited college or university. Experience: Eight years of experience in administrative, professional, or technical work, including three years of supervisory experience or program development responsibility. Notes Candidates may substitute graduate level education at an accredited college or university for up to two years of the required general experience, at a rate of 30 credit hours on a year‑for‑year basis. Candidates may substitute additional professional or technical experience in the administration of a human services program or in conducting studies and analyses of programs, procedures, practices, and organizations on a year‑for‑year basis for the required education. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher, in an administrative supervisory capacity, for two of the required years of experience. Desired or Preferred Qualifications Two years of policy and legislative experience. Two years of supervisory experience. Two years of training and curriculum implementation experience. Sick Leave – fifteen days of accumulated sick leave per year. Parental Leave – up to sixty days of paid parental leave upon birth or adoption of a child. Holidays – at least thirteen holidays per year. Pension – credit towards a retirement pension. Eligibility for telework.
