The Department of Natural Resources (DNR) has an exciting opportunity within our Forest Resilience Division (FRD) Grants Administration Team as a Pass-Through Grants Analyst, Management Analyst 3 (MA3). FRD is responsible for the assessment, planning, coordination, implementation, and monitoring of forest health-related activities across all lands that work to restore and sustain the ecological functions of Washington’s forested landscapes and support healthy and resilient communities. The Forest Resilience Grants Administration team is a critical element in the delivery of Forest Resilience programmatic objectives through the administration, facilitation, and management of the Division’s state and federally funded grants and subawards. This position serves as the Forest Resilience Pass-Through Grant Analyst and reports directly to the Forest Resilience Grants Analyst & Administrator within the Forest Resilience Division. Under general direction, the position will provide analysis and act as the project manager and subject matter expert when developing and implementing state grant guidance and processes. Responsibilities Assist in the review and analysis of current agency and division policies, procedures, processes, and guidelines. Provide recommendations to revise or develop new policies, procedures, and guidelines for the Forest Resilience Grants Analyst & Administrator. Monitor and analyze new legislation relating to current and future granting programs, including special requirements of state funding. Coordinate the development of state grant and federal subaward pass‑through programs necessary to implement emergent funding opportunities and programs. Coordinate long‑term planning and strategic planning activities, such as utilizing grant budget analyses to conduct strategic long‑term analysis of grant funding stability and impacts to strategic goals and plans. Perform duties associated with grant administration and compliance with the terms and conditions of state grants and federal subawards, for Forest Resilience, including: Provide applicants, recipients, and project managers with administrative assistance in the interpretation of agreement language and guidelines, state and federal statutes and rules, Forest Resilience Grants Program and Agency policies and procedures, as well as audit requirements and grantee relationships. Develop and prepare agreements and amendments. Conduct monitoring and compliance of state grant or subaward timelines and deliverables prior to reimbursement or closing the agreement. Communicate guidance to Forest Resilience staff, executive management, agency staff, and recipients in budgetary design/planning and agreement requirements, including but not limited to state grant agreements, progress reports, invoicing, amendments, and close‑out processes. Participate in the resolution of complex or sensitive issues relating to state grants and/or federal subawards. Qualifications Required Qualifications: Bachelor's degree in public administration, business administration, accounting, law, or related field; AND two years of experience conducting research and analyzing policies, laws, rules, or regulations; OR an equivalent combination of education and/or experience. Work is primarily indoors, but may need to work outdoors to review site-specific activities of the agency. Periodic visits to DNR facilities (region offices, work centers, cache, etc.) and lands managed or controlled by the agency may be required. Desired Qualifications: Two years of experience in negotiating, administering, or terminating government contracts, contract property management, contract cost or price analyses, or contract compliance administration. Accustomed to functioning largely independently, making sound decisions in a complex environment. Strong analytical skills. Excellent communication skills – both verbal and written. Strong negotiation, mediation, and collaboration skills. Skills and experience with interagency cooperation and negotiation.
