222 S Hill St Los Angeles, CA 90012, USA Salary Range: $6,790.09-$9,278.60 monthly Overview The Office of Diversion and Reentry (ODR) within the Los Angeles County Department of Health Services is seeking a Mental Health Clinical Supervisor (MHCS) to join its Navigation Team. This team supports community providers and clients with histories of homelessness and severe, persistent mental illness who are diverted from the Los Angeles County jails into community-based services. ODR clients are referred to community agency providers offering intensive clinical case management, ensuring continuity of care as individuals transition from custody to the community and work toward long-term stability and permanent supportive housing. The Navigation Team receives client referrals from the ODR programs and takes a proactive approach to stabilizing clients at risk of mental health decompensation. If necessary, the team may assess for and support the mental health hospitalization of clients meeting criteria for a mental health hold. The MHCS for the new ODR Navigation Team provides clinical leadership and oversight to ensure high-quality, harm reduction and trauma-informed clinical guidance for community providers working with clients at significant risk of psychiatric crisis. This role supports providers by offering clinical consultation, de-escalation strategies, and direct intervention when needed. The Clinical Supervisor conducts or oversees LPS evaluations to determine whether a 5150 hold is warranted and may be required to perform hands-on, life-saving interventions, including facilitating hospitalization when appropriate to ensure client safety. The MHCS will train, instruct, and supervise a Staff Analyst, a Psychiatric Social Worker II (PSW II), and a Community Health Worker (CHW), and will collaborate closely with a Psychiatric Nurse Practitioner. Additionally, this role serves as the team’s lead and clinical expert, responsible for developing policies, protocols, and training to enhance clinical support, improve crisis de-escalation, and reduce hospitalizations and reincarcerations. Currently, ODR has a hybrid work schedule with a combination of workdays in the office, in the field and remote. This may change at discretion of DHS.ESSENTIAL FUNCTIONS
Clinical Expertise and Crisis Response Serve as a clinical subject-matter expert to providers working with clients at risk of psychiatric emergency, including individuals exhibiting danger to self, danger to others, or gravely disabled behaviors. Provide guidance and consultation on crisis de-escalation, safety planning, risk assessment, and best practices for managing high-acuity clinical situations. Respond to psychiatric crises in the field or via telehealth by providing real-time clinical consultation, stabilization strategies, and direct crisis intervention as clinically indicated. Facilitate field-based clinical interventions, including coordination of transport and psychiatric hospitalization when clinically appropriate. As appropriate, participate in team-based interventions that may include assisting with the safe transfer of a client onto a gurney during an involuntary hospitalization. Conduct in-person Lanterman-Petris-Short (LPS) assessments and complete required documentation for 5150 psychiatric holds in accordance with legal, ethical, and Los Angeles County standards. Clinical Supervision and Oversight Provide ongoing clinical supervision to licensed and unlicensed staff, including regularly scheduled individual and group supervision, in accordance with licensing board, legal, ethical, and program requirements. Oversee clinical practice, documentation, and service delivery to ensure high-quality care, appropriate treatment planning, and compliance with ODR and DHS standards. Review and supervise the evaluation of medical and mental health records to support case consultation and identify factors contributing to client risk and clinical instability. Consult on complex and high-risk cases with interdisciplinary team members; develop, review, and communicate clinical recommendations to ensure clients receive services at the appropriate level of care based on acuity. Care Coordination and Systems Leadership Coordinate with hospitals, law enforcement, emergency responders, and community partners to support safe, timely, and effective crisis response and transitions of care. Develop and oversee systems to identify and address clinical program needs, including linkage to acute and subacute psychiatric beds, medication management, substance use treatment, and other community-based services. Serve as a clinical resource to program partners by ensuring timely access to consultation, guidance, and support for high-risk cases. Training, Collaboration, and Program Support Develop and deliver trainings and technical assistance on crisis de-escalation, risk assessment, safety planning, and evidence-informed clinical practices for high-risk populations. Work closely with multidisciplinary teams, including case managers, clinicians, psychiatrists, law enforcement, and community-based agencies, to support coordinated care delivery. Act as a liaison between the ODR Navigation Team and external partners to promote integrated crisis response, service coordination, and system collaboration.JOB QUALIFICATIONS
Clinical social work in community mental health, homeless services, or healthcare strongly preferred. Experience/expertise in assessing and managing clients with dysfunctional SUD preferred. Experience/expertise in assessing and managing clients with severe persistent mental illness preferred. Experience/expertise in trauma-informed care and harm reduction principles preferred. Familiarity with DMH, DPH and community mental health, substance use, homelessness programs and resources. Currently LPS Certified, or willingness to become LPS certified within 90 days of hire, with support from ODR. Education/Experience Option I: Master’s degree from an accredited school of social work that included supervised field work experience in psychiatric social work AND two years of licensed social work experience in a recognized social services or mental health care setting involving problems of mental or emotional adjustment and the use of psychiatric consultation. Option II: Master’s degree, PsyD, or PhD, from an accredited school of Marriage and Family Therapy or Marriage, Family, and Child Counseling that included supervised fieldwork in marriage and family therapy AND two years of licensed marriage and family therapy experience in a recognized social services or mental health care setting involving problems of mental or emotional adjustment and the use of techniques of family systems therapy. AND LICENSE: A valid, active license as a Licensed Clinical Social Worker issued by the State of California Department of Consumer Affairs, Board of Behavioral Sciences OR a valid, active license as a Marriage and Family Therapist or Marriage, Family, and Child Counselor issued by the State of California Department of Consumer Affairs, Board of Behavioral Sciences Certificates/Licenses/Clearances A valid and active license as a Licensed Clinical Social Worker issued by the California Department of Consumer Affairs, Board of Behavioral Sciences. A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions. Successful clearing through the Live Scan and Health Clearance process with the County of Los Angeles Other Skills, Knowledge, and Abilities Proficient skill set in using an array of Microsoft Office Suite software programs such as Word, Excel, PowerPoint, Access, Adobe Reader, One Note, Outlook, Publisher, Teams, Outlook, etc. Able to multi-task and set workload priorities for time sensitive projects/tasks. Ability to problem solve and make recommendations to processes, policies, etc. Able to communicate with all levels of personnel, e.g., written, verbal, in a professional and concise/clear manner; ability to work within a project team and/or independently. Able to work in a very diverse environment and with diverse individuals. Ability to be flexible in meeting changing work tasks and timelines; must be dependable and reliable.PHYSICAL DEMANDS
