The Department of General Services - Facilities Maintenance Division is responsible for keeping the City of Norfolk’s most visible and valued facilities safe, reliable, functional, and ready for the public. From cultural and entertainment venues such as Scope Arena and Chrysler Hall to community facilities including libraries and recreation centers, our team provides the skilled trade services that keep City facilities operating effectively. The Painter II is an experienced skilled-trades position responsible for performing and coordinating professional painting, finishing, surface preparation, and related maintenance work throughout City of Norfolk facilities. This position works on a wide variety of interior and exterior surfaces and uses specialized painting equipment, tools, materials, and techniques to protect City assets and maintain safe, functional, and professional public facilities. The Painter II performs advanced surface preparation and finishing work including interior and exterior painting, drywall repair and finishing, wood refinishing, masonry and stucco surface repair, staining and sealing, pressure washing, and pavement and parking lot striping. The position evaluates surface conditions, selects appropriate preparation methods and coating systems, estimates material needs, and performs work using brushes, rollers, airless spray equipment, power tools, ladders, scaffolding, and other trade equipment. As an experienced member of the paint shop, the Painter II also assists with coordinating jobs and projects, provides direction and technical guidance to less-experienced employees, monitors work quality, maintains accurate work-order information, and helps ensure materials, equipment, and work areas are properly maintained. The successful candidate will demonstrate strong painting and finishing skills, sound judgment, attention to detail, safe work practices, and the ability to work effectively as part of a skilled-trades team serving a diverse portfolio of municipal facilities. Work requires the ability to read and understand written instructions, to understand simple processes and the routine operation of machines. Level of knowledge equivalent to less than high school or equivalency. Performs professional interior and exterior painting and finishing work on walls, ceilings, doors, windows, floors, cabinets, shelving, platforms, trim, molding, structural components, and other building surfaces throughout City facilities. Evaluates and prepares surfaces for painting or finishing by removing deteriorated coatings; scraping, sanding, cleaning, and power washing surfaces; repairing holes, cracks, and joints; and applying appropriate primers, sealers, fillers, and other preparation materials. Performs drywall and related surface repairs, including installing or replacing sheetrock, taping, applying joint compound, sanding, patching, and preparing repaired areas to achieve a professional finished appearance. Operates specialized painting and finishing equipment, including gas and electric airless paint sprayers, pressure washers, pavement-striping equipment, sanders, power tools, generators, and other equipment used in professional painting and facility maintenance. Performs specialty coating and finishing work, including staining, sealing, and refinishing wood surfaces; preparing and coating masonry and stucco surfaces; and applying coatings appropriate for varying substrates, environments, and facility conditions. Performs pavement and parking-area marking, including layout and application of parking-space lines, accessible parking markings, curbs, directional markings, and other painted surfaces using appropriate striping equipment and materials. Coordinates assigned painting projects and work activities, including assessing job requirements, estimating materials and supplies, planning work sequences, coordinating access and scheduling with facility occupants and other trades, and helping minimize disruption to City operations. Provides technical guidance and work direction to Painter I, Maintenance Mechanic, and other assigned employees, demonstrates proper painting and surface-preparation techniques, assists with job-site coordination, and reviews completed work for quality and completeness. Performs work safely in a variety of facility environments, including setting up and using extension ladders, step ladders, scaffolding, and other access equipment; following applicable safety requirements; using required PPE; and properly handling, storing, and disposing of paints, coatings, solvents, and related materials. Completes and maintains accurate work-order and job documentation, including labor, materials, time, work performed, and relevant job information; maintains organized paint and material storage areas; monitors supplies; and communicates material, equipment, facility, or project needs to supervision. Valid Driver's License required. Required Considerable knowledge of the professional painting and finishing trade with a minimum of two (2) years of experience performing journey-level painting work. Preferred Experience performing commercial, institutional, industrial, municipal, or other large-facility painting and finishing work. Experience including interior and exterior painting; advanced surface preparation; drywall repair and finishing; wood staining and refinishing; masonry or stucco surface preparation and coating; use of gas and electric airless spray equipment; pressure washing; pavement striping; and safe use of ladders and scaffolding. Experience coordinating painting jobs or projects, estimating materials, directing or assisting less-experienced employees, inspecting completed work, and maintaining electronic work-order documentation. Preferred OSHA or other recognized workplace safety training applicable to construction or skilled-trades work. Manufacturer or industry training related to coatings, surface preparation, spray equipment, scaffolding, aerial lifts, or other painting-related equipment. Work Schedule Monday-Friday, 7:00 AM - 3:30 PM; Occasional overtime and weekend work may be required.
