Description
Under the administrative direction of the Emergency Management/Utilities (EMU) Department Director, the Project Manager is responsible for the planning, organization and execution of the City's water, wastewater and stormwater capital improvement projects. This position performs advanced technical and administrative work in managing project design, permitting, construction, funding and compliance activities. The Project Manager serves as the City's primary representative throughout all project phases, overseeing consultants and contractors, ensuring adherence to contract documents and maintaining full compliance with municipal, state and federal requirements. This role requires strong coordination, communication and critical-thinking skills to ensure that projects are delivered safely, on schedule, within budget and to the highest quality standards. Performs related work as directed.

Typical Qualifications Minimum Qualifications
Any combination of training and experience which would provide required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:
Bachelor's degree from an accredited institution in construction management, civil engineering, architecture, or a related field; supplemented by three (3) to five (5) years of professional experience in construction management or engineering related to water, wastewater and/or stormwater infrastructure projects. Demonstrated experience managing design and construction contracts. Preferred Qualifications
Professional Engineer (PE) license in the State of Florida, or Certified Construction Manager (CCM), or Project Management Professional (PMP) certification. Experience with Florida municipal utilities or state/federal grant-funded infrastructure programs. Knowledge of FEMA, ARPA, or other federal funding mechanisms.

- Manages engineering and architectural consultants and contractors through all phases of planning, design and construction.
- Ensures projects are completed on time, within budget and in accordance with quality, safety and regulatory requirements.
- Prepares, negotiates and administers task orders, contracts and amendments for professional services and construction activities.
- Coordinates with internal departments, regulatory agencies (such as FDOT, SFWMD, FDEP and Broward County) and stakeholders to advance project objectives.
- Reviews engineering plans, specifications and cost estimates for constructability, value engineering opportunities and compliance with codes and standards.
- Conducts field inspections to ensure contract compliance; monitors materials, testing and construction methods.
- Attends and participates in pre-bid meetings, pre-construction conferences and project progress meetings.
- Identifies, responds to and resolves construction-related issues.
- Prepares and manages RFPs, RFQs, bidding documents and procurement processes in accordance with City and regulatory requirements.
- Evaluates bids and proposals; develops recommendations for award of contracts.
- Manages project documentation including submittals, RFIs, change orders, pay applications, closeout documents and record drawings.
- Researches, prepares and submits grant applications; ensures proper monitoring, documentation and compliance of awarded funding.
- Prepares project budgets and financial reports, including projections, cost tracking and grant compliance reporting.
- Produces departmental reports, memoranda and correspondence to support project communication and oversight.
- Serves as the City's representative on project sites and during meetings with contractors, consultants, residents and partner agencies.
- Provides information, assistance and updates to the public regarding ongoing projects and impacts.
- Secures and manages professional and technical services for the City as required.
- Performs related duties as assigned.
