Human Resources and Labor Relations Manager

Manager of HR and Labor RelationsResponsible for developing, implementing, and coordinating company policies and programs covering the following: labor law legal responsibilities, employee recruitment, salary administration, employee benefits and workers' compensation risk management in accordance with direction and approval from the DTO Board. Supervises the Human Resources staff.Tasks:Responsible for coordinating administrative activities related to the Davidson Transit Organization personnelProvides recommendations related to personnel related issues and oversees implementation of policies and proceduresProvides leadership and supervision to the Human Resources staff in the development and delivery of human resources programsServes as custodian of the personnel records, and oversees updates as neededParticipates in the development and adoption of rules and regulations for the corporationUnemployment Compensation benefit coordination as neededResponsible for developing and implementing HR strategies and best practicesKeeps abreast of national/international transit policies and practices and determines applicability to DTOKeeps abreast of current and changing regulations and laws and determines applicability to DTOWorks with legal counsel related to labor issuesDevelops DTO practices and procedures in compliance with local, state, and federal lawsLabor relationsAssists with matters involving the collective bargaining unitKeeps abreast of issues and direction of national transit unionsParticipates in grievance process when necessaryProvides research/data for arbitrationMakes court appearances as requiredAdvises supervisors regarding disciplinary or termination actionsResponsible for all EEO administration/coordinationOversight of time and attendance programsOversee recruitment and retention activitiesResearch and develop specific transit related job requirementsWorks directly with department managers and interviews applicants as neededCoordinates salary study process for administrative positions and makes salary recommendations as neededCoordinates employee performance evaluation process for Administrative StaffMonitors timeliness of evaluationsMaintains master template of the annual planning and evaluation processAdministers Employee Benefit Programs- ensure data integrity and service quality to employeesMinimum Qualifications:Years of Experience: Several years of related experience leading HR functions in a unionized environment – transit experience desirable.Education: Possession of a bachelor's degree (Master's preferred) in Human Resources Administration or related field.Applicable knowledge of employment laws and policies required.Additional Requirements: High degree of interpersonal skills required. Proficiency in Microsoft products and HRIS systems highly desired.
