Affordable Housing Assistant Community Manager

Assistant Community Manager The Assistant Community Manager is responsible for overseeing, under the supervision of the Community Manager, the everyday operations and financial functions of the housing community. The role includes managing all phases of operations, including personnel, leasing, maintenance, financial, administration and risk management in the absence of the Community Manager. The Assistant Community Manager is an on-site leader who supervises all aspects of the property and staff to ensure compliance with company policies and procedures, safety and fair housing guidelines, and liability concerns. Responsibilities We prefer the following experience in addition to the essential duties and responsibilities for our affordable assets: Minimum of 1 year experience with affordable housing programs, including LIHTC, HUD (Project Based Section 8, Section 236, PRAC, 811 PRA, USDA - Rural Development (515), HCD, HOME Funds and Bonds) Affordable Housing Accreditation (HCCP, HCP-E, COS, BOS, TCS, CPO) or other applicable designations in affordable programs (preferred but not required) Essential Duties & Responsibilities Financial Management Post all payments and income received from all applicants, current residents, and non-current residents accurately, timely, and efficiently. Process and reconcile daily all account receivables. Monitor and follow up on bad debt, including preparation of late notices, resident and guarantor contact, and filing evictions. Help the property meet budgeted revenues, expenses, and Net Operating Income. Post all charges to resident and non-current resident accounts, including bill back of utilities where applicable. Perform all end-of-the-month closing procedures and reporting. Maintain accurate and organized records; audit resident files to ensure accuracy. Walk units and post all move-out charges, statements, and security deposit refunds. Personnel Management Regular/daily on-site attendance is required. Use consistent techniques and company directives to screen, hire, train, coach, and develop on-site staff. Ensure the effectiveness of staff through ongoing training, coaching, counseling, and guidance in compliance with Asset training benchmarks. Promote harmony and quality job performance of staff through support and effective leadership. Ensure staff compliance and consistency with company policies and procedures. Strategic leasing management: ensure staff leasing techniques obtain closure, follow‑up procedures, and accurate reporting. Implement marketing strategies and systems outlined in the annual marketing plan. Deal with resident complaints, concerns, and requests to ensure resident satisfaction. Develop and implement resident retention programs (e.g., resident functions, special promotions, monthly newsletter). Effectively show, lease, and move in prospective residents. Administrative Management Manage excellent customer service and monitor maintenance staff response to service requests. Maintain property appearance and ensure repairs are completed on a timely basis through regular inspections and tours. Assist with supervision of all business functions related to operations. Plan for and utilize property resources, equipment, and supplies economically (e.g., obtaining bids/pricing from vendors, suppliers, contractors). Education and Experience High School Diploma or Equivalent; Bachelor’s degree preferred or two years experience in the housing industry; or one to two years related experience and/or training; or equivalent combination of education and experience. Ability to understand and perform all on‑site software functions; basic computer skills required. Basic knowledge of Fair Housing Laws and OSHA requirements. Physical Requirements Employee is regularly required to remain in a stationary position, often standing or sitting for prolonged periods, and perform repeated wrist, hand, and finger motions. Frequent movement between work sites and occasional ascending/descending ladders, stairs, scaffolding, ramps, or step stools. Ability to work in tight and confined spaces, overhead positions, adjust or move objects up to 25 lbs, lift and place objects up to 25 lbs, operate machinery or power tools, operate motor vehicles and/or golf carts. Work overtime, weekends, night hours (emergencies); work in small and/or enclosed spaces; traverse flat and non‑flat terrain; work in extremely low or high temperatures; work in outdoor environments such as precipitation and wind; be exposed to hazardous chemicals. Salary Range Hourly pay: $24 to $25 per hour. Benefits Our compensation is based on skill set, experience, certifications, and other factors.
