- **Provides policy, program, and administrative support to the Director of Compliance, Investigators, and other stakeholders.
- **Prepares, reviews/revises, evaluates, and finalizes documents related to investigations, including written interview statements, notices related to cases, and report exhibits.
- **Manages the time frame and case calendars for investigations, including monitoring compliance with deadlines, initiating extensions, and communicates with parties, witnesses, and other stakeholders regarding procedures and deadline dates.
- **Manages and updates complaint and investigation status in the case management programs, such as the UH Case Management System.
- **Manages case files, including compiling, reviewing, evaluating, and organizing data, documents, exhibits, and other investigative or evidentiary items. Updates the Director and Investigators on changes related to investigations, provides suggestions and input, and assist in review of final product.
- **In consultation with the Director and Investigators, communicates with internal stakeholders, and external federal and state administrative agencies such as the HCRC, the EEOC, OCR, and OFCCP with respect to civil rights complaints or alleged policy violations.
- **Maintains professional and timely communications between the Compliance Office and others, including but not limited to University officials, parties and witnesses, advocates and representatives, relating to internal complaints, cases, and investigations.
- **Supports the Director and Investigators with administrative proceedings including providing administrative support for formal Investigation hearings.
- **Researches EEO/AA and Title IX emerging issues, policies, best practices, and new federal and state amendments and laws. Assists in initiating advisories, policy recommendations, and in drafting or revising UH systemwide executive policies and administrative procedures.
- **Creates templates and forms related to compliance with civil rights laws and University policies, practices, and procedures.
- **Monitors and responds to complaints submitted via EthicsPoint, the Whistleblower complaint portal, as well as complaints submitted via the University's case management systems, for the Community College System. Coordinates with various University stakeholders to respond to complaints.
- **Participates in developing and conducting training and workshops related to compliance with federal contractor regulations, state and federal equal employment obligations, and University policy in relevant areas including non-discrimination and workplace non-violence.
- **Coordinates educational trainings and webinar series hosted by Compliance Office including content for webpages, creating promotional materials, serving as the liaison for Communications and the speakers/presenters, and attendees, event logistics (e.g., setting up zoom events, registration, etc.) and preparing documents for stipends and honorariums.
- Other duties as assigned.
- Possession of a baccalaureate degree in Business Administration, Education, Human Resources, English Literature, Social Sciences or related field and 3 years of professional experience in complex case or project management, internal investigations, litigation, civil rights programs (e.g., EEO/AA, Title IX, ADA, Clery, etc.), Human Resources, or related area; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
- Considerable working knowledge of principles, practices and techniques in the area of investigation or adjudication as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
- Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with equal opportunity, civil rights, human resources, adjudication, or related.
- Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective and timely manner.
- Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
- Demonstrated ability to operate a personal computer and apply word processing and spreadsheet software.
- If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employeerelations.
- Demonstrated experience in case/project management, including a demonstrated history of ensuring compliance with deadlines, documenting processes used, updating case management systems, overseeing scheduling, communicating promptly and professionally with relevant stakeholders, maintaining organized documentation and data, preparing and finalizing documents and exhibits, and reviewing written materials for accuracy and clarity.
- Demonstrated ability to complete large-scale, complex assignments with timeliness, accuracy, and attention to detail.
- Demonstrated ability to work independently and collaboratively, as a member of a team, exercising professionalism and good judgment.
- Demonstrated ability to operate Zoom video conference, including scheduling meetings, creating and managing webinar events (e.g., setting up and monitoring registration, sending reminders to registrants, etc.).
- Ability to maintain confidentiality of records and information and to exercise discretion and to function in sensitive areas in a tactful and judicious manner.
- Ability to do detailed and accurate work.
- Familiarity with applicable federal and state laws, rules, regulations, and/or theories and systems associated with civil rights (e.g. EEO/AA, TitleIX, Title VII, Title VI, ADA, etc.), human resources, adjudication (e.g., litigation, union disputes, etc.), or related areas.
- Commitment to the principles and practices of civil rights and diversity programs.
- Experience working with individuals impacted by sensitive issues, such as discrimination, bullying, sexual assault, relationship violence, stalking, etc. particularly in a higher education setting.
- Prior experience working on or assisting with internal investigation, litigation, or comparable proceedings.
- Experience in event management, particularly online events, including overseeing logistics, serving as a liaison to guests, and marketing the event.
