At the Minnesota Office of Cannabis Management (OCM), you'll help build a mission-driven organization at the forefront of Minnesota's cannabis industry. As Human Resources Director, you will play a pivotal role in shaping a high-performing, inclusive workforce while developing HR policies and procedures that support the office's long-term success. This is a rare opportunity to design people strategies from the ground up, influence organizational culture, and make a lasting impact on Minnesota communities and the future of cannabis regulation.
In this role, you will lead both strategic and operational HR functions, including talent management, workforce planning, employee engagement, culture development, ensuring that OCM is an employer of choice. You will oversee a broad range of HR activities and provide expert consulting, analysis, project leadership, and training to leaders and staff, exercising a high degree of independence, initiative, and judgment.
Key responsibilities include:
Leading strategic talent acquisition, recruitment and succession planning
Oversee compensation, classification, and selection processes, including job audits to ensure proper classification
Directing employee and labor relations, performance management, and culture development initiatives
Facilitating conflict resolution between employees and leadership, coaching managers, mediating disputes, and implementing solutions that foster a collaborative and inclusive work environment
Minimum Qualifications
Four (4) years of progressively responsible human resources experience in one or more of the following areas:
Labor relations
Management consultation
Talent acquisition
Compensation and job analysis
Recruitment
NOTE: A Bachelor's degree in human resources or a closely related field may substitute for one (1) year of experience
AND
Demonstrated experience in:
Demonstrated leadership, which may include any of the following:
Supervisory, team lead, lead worker or project lead.
Completion of a leadership development programs such as Emerging Leaders Institute (ELI), Senior Leadership Institute (SLI), or equivalent programs.
Leading a program, committee, or Employee Resource Group, paid or unpaid that includes 1+ years of identifying issues, goals, and strategic actions and a 100+ hours per year time commitment.
Developing and implementing HR policies, procedures, and strategic initiatives.
Developing and facilitating professional development, guidance, and consulting to senior executives, managers, and supervisors.
Facilitating constructive resolution of workplace conflicts, coaching, mediating disputes, and implementing solutions.
Conducting workplace investigations and managing performance management or progressive discipline.
Must be able to obtain and maintain classification, compensation, and selection delegation.
Preferred Qualifications
Experience developing and advancing diversity, equity, and inclusion and accessibility (DEIA) strategies.
Experience supporting or leading affirmative action initiatives and/or programs.
Experience holding delegation or sub-delegation of authority in classification, selection, and compensation.
Experience with the State of Minnesota's HRIS system and Applicant Tracking system (SEMA4/Recruiting Solutions/PTR tracking system).
